Present Board Members:  Chairperson, Rich Norkun; Vice Chairperson, Tim Csere; Daniel Roy, John Wright, Mark Vickery, Tim Adams.  Also Present Director, Ruth Plummer; Program Coordinator, Shawn Mullen; Town Manager, Jeff O’Keefe.  

Call To Order :
Rich Norkun called to order the August 4, 2009 Regular Meeting of the Parks and Recreation Advisory Board.  

Approval of the minutes of the June 2, 2009 Regular Meeting of the Parks and Recreation Advisory Board:
John Wright motioned to approve the minutes of the June 2, 2009 regular meeting of the Parks and Recreation Advisory Board.  Tim Csere seconded the motion.  All approved (6-0).    

Approval of the minutes of the July 7, 2009 Special Meeting of the Parks and Recreation Advisory Board:
Tim Csere motioned to approve the minutes of the July 7, 2009 special meeting of the Parks and Recreation Advisory Board.  John Wright seconded the motion.  All approved (6-0)

Audience of Citizens:  
None

Communications:  
  • Letter from Ruth Plummer to East Hampton Town Council regarding Sears Park Master Plan.  
The letter was discussed and everyone was given a copy.  
  • Letter from the Parks and Recreation Advisory Board to Jeff O’Keefe regarding Sears Park Master Plan.

  • Tim Csere presented an email from Barbara Moore regarding the playscape at Memorial School and the condition that it is in.  Ruth Plummer and Frank Grzyb have dealt with many of the issues presented in the email already.  The playscape has been sanded down, power washed, re-stained and any hazards have been removed.  Ruth is continuing to mediate some of the issues including the weeds and surrounding landscaping.  
Director’s Report:  
Ruth Plummer gave her Director’s Report and everyone has a copy.  Shawn Mullen gave a report on the status of Summer 2009 programs and the upcoming fall season.  

Unfinished Business:  
a. Master plan for Sears Park update   
Town Council has adopted the Master Plan for Sears Park.  Jeff O’Keefe, Ruth Plummer and Frank Grzyb will be meeting with Chris Ferraro to discuss the next step in the process and what is the most cost efficient way to proceed for the design, permitting and construction document phase.  Ruth Plummer will report back at the next meeting.  
b.  Jim Wild memorial discussion
Ruth Plummer will invite Dottie and Sean Wild to the next Parks and Recreation Advisory Board Meeting to present a plaque to them in honor of past Chairperson Jim Wild.   
  • Temporary skate park
There have been no real issues so far concerning the temporary skate park at Sears Park.  The kids seem to really be enjoying it.   


New Business:

Other Concerns:  
  • Recycle Bins at the Park
Ruth Plummer looked into getting recycle bins for Sears Park.  However All-Waste had the Parks and Recreation Department at the bottom of the priority list for this.  This will most likely happen for next season.  
  • Middle Haddam Boat Launch and Tennis Courts
Jeff O’Keefe feels that an A2 survey should be done on the Middle Haddam Boat Launch and a plan should be developed to improve this as well as the tennis courts located on School House Road.  
John Wright motioned that an A2 survey be conducted on the Middle Haddam Boat Launch and recommended that Town Council take a more vested interest in repairing both the boat launch and the tennis courts.  Daniel Roy seconded the motion.  All approved (6-0).  
  • Concerns on the green color of the lake water
Jeff O’Keefe is working on a series of grants to get funding to contain much of the runoff into the lake that is a contributing factor in the algae blooms.  This plan includes catch basins and possibly an  aeration device.  The EPA grant has allocated $175,000 to address non-point source loading from Sears Park, a hot spot according to several studies.  
        d.   Air Line Trail parking lot at Cranbury bog
Tim Adams mentioned that the parking lot at Cranbury Bog is in bad shape.  Ruth Plummer will discuss this with Keith Hayden.
