Present Board Members:  Chairperson; Rich Norkun, Vice Chairperson; Tim Csere, John Wright, Daniel Roy, Len Heroux.  Also Present:  Program Coordinator; Shawn Mullen, Town Council liaison; Scott Minnick.   
 
Call To Order:  Rich Norkun called the June 2, 2009 regular meeting of the Parks and Recreation Advisory Board to order.  

Approval of the minutes of May 5, 2009:  Tim Csere motioned to approve the minutes of the May 5, 2009 regular meeting of the Parks and Recreation Advisory Board.  Len Heroux seconded the motion.  All approved (4-0-1, John Wright Abstained).   

Audience of Citizens:  Scott Bristol from Brownfields.   

Communications:  
  • Sears Park Pavilion request for October 3, 2009.  Laura Hallett 34-36 people, wedding.  
John Wright motioned to approve this request.  Len Heroux seconded the motion.  All approved (5-0).  

Director’s Report:  The director’s report was addressed in unfinished business and new business.  

Unfinished Business:  
a. Phosphorous education
A warning about invasive weeds has been painted on the boat launch ramp and the Parks and Recreation staff has been distributing information with all Sears Park sticker sales.  
b. Master plan for Sears Park update
Ruth Plummer has a conference call scheduled with Chris Ferraro for Friday mourning.  The final concept will be going to Town Council at their next meeting.  
Rich Norkun motioned that a letter be drafted to Town Council recommending that the Parks and Recreation Advisory Board review the final conceptual drawings of Sears Park before they are presented to Town Council.  Tim Csere seconded the motion.  All approved (5-0).    
c. Haller property
Nothing further at this time.  
d. 09 summer season
Summer staff orientation is Wednesday June 3.  Park staff is on duty on the weekends now and will start every day as soon as school gets out.  
e. 09-10 Fiscal yr. budget update
Budget voting is taking place today and we will know the status tomorrow.  
f. Jim Wild memorial discussion
Shawn Mullen passed around some examples of possible memorial plaques.  The Parks and Recreation Advisory Board came to an agreement that they like the third option the best.  
  • Temporary skate park
Public works will be patching the crack left from removing the hand ball wall and a fence will be installed between the basketball court and the temporary skate park.  This will be accomplished within the next two weeks.  


New Business:  
  • Properties for sale on North Main Street
The Parks and Recreation Advisory Board recommends no action be taken on this property until the Parks and Recreation Advisory Board reviews the new master plan for Sears Park.  
  • Chatham baseball volunteers
Ruth Plummer will be establishing a contact for this organization at the Monday June 8 meeting regarding athletic facilities.  There are plans to work on both the Middle School and High School baseball fields.  Len Heroux stated that he will be Ruth’s contact and would like to know what work is scheduled for when, there are two teams that play during these months and one field will always need to be available for use.  
  • New signage in Sears Park
Shawn Mullen passed around examples of the new signs that will be placed in Sears Park.  

Other Concerns:  
  • Rich Norkun thanked Scott Minnick for his actions to support the Parks and Recreation Advisory Board at the last Town Council meeting.  
  • The Parks and Recreation Advisory Board is concerned about Angelico’s being given permission to use the boat launch side of Sears Park for special event parking.  Ruth Plummer will look into future practices.  
  • Len Heroux has noticed quite a few private docks around the lake selling boat slips.  Len would like Ruth Plummer to look into how these individuals are getting their boats launched and weather this is something that they are allowed to do.  
  • Scott Bristol from Bownfields is concerned about the grant to expand the Air Line trail to the center of East Hampton.  Scott wants to make sure that this project doesn’t create an attractive nuisance of a contaminated property on Waterous Street.  Ruth Plummer will take this into consideration when developing future plans.
