Parks and Recreation Advisory Board Meeting

Minutes

Present Board Members:  Vice Chairperson; Tim Csere, Len Heroux, John Wright, Mark Vickery, Daniel Roy.  Also present:  Lake Commission Liaison; John Ciriello, Director; Ruth Plummer, Program Coordinator; Shawn Mullen.  

Call To Order:  Tim Csere called to order the March 3, 2009 regular meeting of the Parks and Recreation Advisory Board.  

Approval of the minutes of February 3, 2009:  Len Heroux motioned to approve the minutes of the February 3, 2009 special meeting of the Parks and Recreation Advisory Board.  Tim Csere seconded the motion.  All approved (4-0) one abstained.  

Audience of Citizens:  Chuck Haller Jr, Chuck Haller Sr., Members of the East Hampton High School A.P.S. class.  a.  Kaleb Gates – Eagle Scout
Kaleb Gates made a presentation to the Parks and Recreation Advisory Board regarding an Eagle Scout project that he would like to complete before he turns 18.  Kaleb would like to possibly build a dock for the Sears Park Boat Launch.  Ruth Plummer has arranged a meeting with Kaleb to discuss this further.  

Communications:  None

Director’s Report:  Ruth Plummer gave her director’s report.  Shawn Mullen gave a report on the status of Parks and Recreation winter programs and the outlook for spring and summer programming.  Everyone has a copy.  

Unfinished Business:  
a. Phosphorous education
Ruth Plummer will be including information about invasive weeds and phosphorous education with the purchase of all Sears Park Stickers this season.  
b. Master plan for Sears Park update
Ruth Plummer is working on a needs assessment questionnaire to be submitted to residents, board members and staff members about the use of Sears Park.  

New Business:  
A. Sears Park Boat Launch
Ruth Plummer has been looking into the issue of the gate being open on the boat launch side of Sears Park.  Ruth Plummer will schedule Police Chief Matt Reimondo to come to the next board meeting.  
b. Haller Property
Chuck Haller and Chuck Haller Jr. presented a piece of property that they own to the Parks and Recreation Advisory Board.  The Hallers would like to make this piece of property available for purchase by the Town for open space.  The property directly abuts Loos Pond.  It is the Hallers hope that this property be preserved for open space.   

Other Concerns:  
a.  The dam at Loos Pond was destroyed in a rain storm during the fall.  The pond is not in good shape now.  Tim Csere motioned to draft a letter to Town Council regarding Loos pond and the damage to the dam.  John Wright seconded the motion all approved (5-0).  
b. The Parks and Recreation program brochures were discussed. In order to save costs the Parks and Recreation Advisory Board recommends that after the spring and summer brochure is produced and distributed that we look into having limited print copies of the brochure available and utilizing the website for program information along with the local newspapers.

Adjournment:  John Wright motioned to adjourn the March 3, 2009 regular meeting of the Parks and Recreation Advisory Board.  Len Heroux seconded the motion.  All approved (5-0).
