Special Meeting of the Parks and Recreation Advisory Board

Minutes

Present Board Members:  Chairperson; Rich Norkun, Vice Chairperson; Tim Csere, Tim Adams, Len Heroux, Town Council Liaison; Scott Minnick, Director; Ruth Plummer, Program Coordinator; Shawn Mullen, Lake Commission Liaison; John Ciriello.  

Call To Order:  Rich Norkun called the February 3, 2009 special meeting of the Parks and Recreation Advisory Board to order.  

Approval of the minutes of January 6, 2009 minutes:  Tim Csere motioned to approve the minutes of the January 6, 2009 meeting with changes.  Tim Adams seconded the motion.  All approved (4-0).  

Audience of Citizens:  John Wallace
  • John Ciriello presentation on invasive plants.  
John Ciriello made his presentation on invasive weeds to the Parks and Recreation Advisory Board.  John Wright also commented on Lake Pocotopaug as a fishery and as a recreational resource for resident Walleye and Bass fisherman and the importance of keeping the current Walleye stocking program in tack.  Ruth Plummer and Shawn Mullen will be including information with all boat sticker sales on invasive weeds.  
        
Communications
a.  Letter to Vinny Susco from Ruth Plummer regarding Greer property acquisition.
The letter was discussed and everyone has a copy.  
b.  Dates for 2009 meetings
Rich Norkun motioned to approve the 2009 Parks and Recreation Advisory Board Meeting Dates.  Tim Csere seconded the motion.  All approved (4-0).  

Director’s Report  
a. Program revenue report by Ruth Plummer
Ruth Plummer gave a report on program revenue.  Ruth Plummer asked approval of the Parks and Recreation Advisory Board to purchase a list of items to be used for programming from the program budget.  Everyone was passed out a copy of this list.  Rich Norkun motioned to use program funds to purchase the items on this list.  Tim Adams seconded the motion.  All approved (4-0).

  • Phosphorous education

  • Master plan for Sears Park update
The contract to develop the Sears Park Master Plan has been awarded to Ferraro and Hixon.  
  • Fiscal  year 09-10 Department Budget
Ruth Plummer presented a copy of the 09-10 fiscal year Department Budget, everyone has a copy.  There is a 1.02% increase this year.  

New Business
a. Meeting dates for 2009
Rich Norkun motioned to approve the 2009 Parks and Recreation Advisory Board Meeting Dates.  Tim Csere seconded the motion.  All approved (4-0).  
b. New appointments for Parks and Recreation Advisory Board  
Ruth Plummer introduced the present new members of the Parks and Recreation Advisory Board.  New members are Len Heroux and Daniel Roy.  

Other Concerns
a. Sears Park
Lately there has been a great increase in the use of Lake Pocotopaug for snowmobiling.  There are concerns for the safety of these people, as well as the fact that many of these people using Sears Park as a launch point may not be residents of East Hampton.  Rich Norkun and Len Heroux feel that we need to re-visit the policy on leaving the gate on the boat launch side of the park open at all times.  Ruth Plummer will discuss this with Town Manager Jeff O’Keefe.  Shawn Mullen will add this issue to the adjenda for the March meeting.
