Present Board Members:  Vice Chairperson; Rich Norkun, Tim Csere, Tim Adams, John Wright, Mark Vickery, Town Council Liaison; Scott Minnick, Director; Ruth Plummer and Program Coordinator; Shawn Mullen

Call To Order:  
Rich Norkun called the January 6, 2009 regular meeting of the Parks and Recreation Advisory Board to order.  

Approval of the minutes of November 4, 2008 minutes:
Tim Csere motioned to approve the minutes of the November 4, 2008 regular meeting of the Parks and Recreation Advisory Board.  John Wright seconded the motion.  All approved (5-0)

Communications
a. Letter from Ruth Plummer to Jeff O’Keefe regarding a recommendation to Town Council
The letter was discussed and everyone has a copy.  

 Director’s Report  
Ruth Plummer gave her director’s report everyone viewed a copy.  Shawn Mullen also gave a report on the status of Parks and Recreation’s winter programs.

  • Sears Park Boat Launch update

  • Air Line Trail updates
The Air Line Trail is in rough shape right now due to the weather.  
  • Phosphorous education
The Wise Waterways publication has been sent out.  A copy is attached.  
  • Master plan for Sears Park update
Ruth Plummer passed out a copy of a proposal for the Sears Park Master Plan from Ferraro Hixon Associates, LLC.  Ruth Plummer and Frank Grzyb are recommending that this proposal be used.  Copies were passed around and the details were discussed.  
Rich Norkun motioned to support Ruth Plummer’s recommendation to use the proposal by Ferraro Hixon Associates, LLC.  Tim Adams seconded the motion.  All approved (5-0).   
  • 09-10 Department Budget
Ruth Plummer needs to have the 09-10 Department Budget completed by January 15, 2009.    

7.  New Business
a. Open space sub-committee
Nothing further to report at this time
b. Sears Park sticker fees recommendation
Rich Norkun motioned to change the Sears Park sticker fees as follows; Resident $10 per car and $50 per boat; Resident Seniors $5 per vehicle and $25 per boat; Resident Veterans $5 per vehicle and $25 per boat.  John Wright seconded the motion.  All approved (5-0)

Other Concerns
a.  Loos Pond is in bad shape from a recent washout.  Ruth Plummer will look into this.  
b.  An Eagle Scout, Kaleb Nelson, has approached Ruth Plummer regarding a possible project in Sears Park.  Kaleb has four years to complete his project.  Ruth is researching options for Kaleb.  
c.  Jim Wild; Parks and Recreation Advisory Board Chairperson has recently passed away.  A special moment of silence was taken at the January 6, 2009 regular meeting of the Parks and Recreation Advisory Board.  Tim Csere motioned that Rich Norkun become the new Chairperson of the Parks and Recreation Advisory Board.  Mark Vickery seconded the motion.  All approved (5-0).  Rich Norkun motioned that Tim Csere become the Vice-Chairperson.  John Wright seconded the motion.  All approved (5-0).

Rich Norkun motioned to adjourn the January 6, 2009 regular meeting of the Parks and Recreation Advisory Board.  Tim Csere seconded the motion.  All approved (5-0).
