Parks and Recreation Advisory Board Meeting

Minutes
Present Board Members:  Chairperson; Jim Wild, Vice Chairperson; Rich Norkun, Maria Rand, Tim Csere, Jim Ahearn, Director; Ruth Plummer, Program Coordinator; Shawn Mullen, Town Council Liaison; Scott Minnick.  

Call To Order
Jim Wild called to order the February 5, 2008 regular meeting of the Parks and Recreation Advisory Board to order.  

Approval of the minutes of December 4, 2007 minutes
Maria Rand motioned to approve the minutes of the December 4, 2007 regular meeting of the Parks and Recreation Advisory Board.  Jim Ahearn seconded the motion.  All approved (5-0).  

Audience of Citizens
None

Communications
a.      Memo from Town Manager regarding the use of the Town Attorney and other legal and professional consultants.  
The memo was discussed and everyone has a copy.  

Director’s Report
a.      Program Report
Shawn Mullen gave a report on the status of the Parks and Recreation programs.  Everyone has a copy.  

Unfinished business
a.      Sears Park Boat Launch
Ruth Plummer will attend the Planning and Zoning meeting tomorrow evening.  Then the project can go out to bid.  
b.      Air Line Trail updates
The sink hole on the Lyman Viaduct has been filled.  The contractors will be coming back to re-surface the trail in the spring upon completion of the Rapollo Viaduct.  
c.       Scherp Property
The letter of recommendation from the Parks and Recreation Advisory Board to the Town Council has not been on the Town Council agenda yet.  
d.       Bear Swamp Road Property
The letter of recommendation from the Parks and Recreation Advisory Board to the Town Council has not been on the Town Council agenda yet.  

e.       08-09 proposed budget
Ruth Plummer reviewed the 08-09 proposed budget with the board.  The budget was discussed and everyone has a copy.  
f.       Leathers Playscape at Memorial School
Ruth Plummer has received an estimate for around $12,000 for this project.  
g.      Skate Park update
Town Council has discussed the possibility of a possible site to be located at Center School.  


New Business
a.      Sears Park fees recommendations
Maria Rand motioned to keep the fees the same this year.  Rich Norkun seconded the motion.  All approved (5-0).  
b.      Sears Park Pavilion/Picnic Shelter policies and regulations
The Pavilion/Picnic Shelter policies and regulations were reviewed by all board members.  Rich Norkun motioned to raise the fees and the security deposit for pavilion reservation in 2008.  Jim Wild seconded the motion.  All Approved (5-0).  

Other Concerns
Ruth Plummer presented a draft a Visitor’s Survey to the Parks and Recreation Advisory Board.

Jim Wild motioned to adjourn the February 5, 2008 regular meeting of the Parks and Recreation Advisory Board.  Jim Ahearn seconded.  All approved (5-0).
