MIDDLE HADDAM HISTORIC DISTRICT COMMISSION
REGULAR MEETING
Thursday, August 26, 2010 @ 6:30 p.m.
Location:  Eaton Smith Meeting Room – East Hampton
Minutes

  • Call to order – Chairman Royster called the meeting to order at 6:31 p.m.
  • Roll Call / Seating of Alternates – Roll call was taken.  Present were Commissioners James Royster, Richard Walsh, Charles Roberts and alternate Commissioners Colleen Mellen and Demian Battit.  Not present was David Kneeland, George Coshow, Christopher Dart and Gina Ritchie.  Commissioner Royster seated alternate Commissioners Colleen Mellen and Demian Battit.
  • Public Remarks – Items Not on Agenda –   None
  • Public Hearings:  None.  Commissioner Royster indicated that two (2) applications are pending due to a notice error in publication.  Commissioner Royster suggested scheduling a Special Meeting to hear the pending applications on Wednesday, September 8, 2010 at 6:30 p.m.  The commission also agreed to hold an Annual Meeting on Thursday, September 16, 2010 at 6:30 p.m. and the Regular Meeting on Thursday, September 30, 2010 at 6:30 p.m.
  • Approval of minutes and motions
a.      Regular Meeting minutes and motions for the May 27, 2010 meeting were reviewed.  The minutes were approved with no changes.  Special Meeting minutes and motions for the June 16, 2010 meeting were reviewed.  The minutes were approved with no changes.  Special Meeting minutes and motions for the July 7, 2010 meeting were reviewed.  The minutes were approved with one change.  Section 2, Roll Call / Seating of Alternates, delete Christopher Dart from the line listing present Commissioners and Alternate Commissioners.  Special Meeting minutes and motions for the July 12, 2010 meeting were reviewed.  The minutes were approved with one change.  Section 2, Roll Call / Seating of Alternates, delete Christopher Dart from the line listing present Commissioners and Alternate Commissioners.

  • Correspondence –
  • Other – Commissioner Royster received an email on August 4, 2010 from the East Hampton Town Clerk, Sandra Wieleba regarding record retention – MHHDC tapes must be stored in the vault for six (6) months after the minutes are approved and printed out.  Once approved, the tapes will be destroyed.  This matter was discussed as New Business, Item e.  The email also stated that Ms. Wieleba spoke with General Code and was told the new ordinance for the MHHDC will replace the outdated ordinance by the end of the week.

  • New Business –
  • Other – Commissioner Roberts moved to discuss the matter of document disposal as discussed, seconded by Richard Walsh.  Motion Carried 5-0-0.  Commissioner Walsh moved to authorize Chairman Royster to authorize the Town Clerk to destroy the tapes after six (6) months retention, seconded by Colleen Mellen.  Motion Carried 5-0-0.
  • Unfinished business
  • Revisions to handbook and COA application instructions.  Consider consistency of description of “complete application” on p.6 of handbook and notation at the bottom of new application form for a COA.  Consider additional revisions to Handbook and COA application instructions.  Commissioner Royster commented that the Connecticut Trust for Historic Preservation handbook for historic district commissions does not require a COA for replacing like for like material.  Commissioner Walsh moved to accept the language to change the MHHDC Handbook as follows:  Page 7, section i, second paragraph, Change to read:  [In accordance with the MHHDC Ordinance, t] The following does not require a COA:
  • The ordinary maintenance and repair of any exterior architectural feature does not involve a change in the appearance or design; Replacement of existing materials with new that are IDENTICAL in composition and design falls within this exception.
       The motion was seconded by Demian Battit.  Motion Carried 5-0-0.

Additional revisions to Handbook and COA application instructions were tabled to the next regular scheduled meeting.

  • Christ Episcopal Church fence  Commissioner Royster commented that it was reported that the fence has been removed.
  • Replacement checks for our of date application fee checks  Richard Walsh stated that he will send reminder letters where needed and Commissioner Royster will contact former Commissioner Douglas Mackeown regarding the checks that were assigned to him.

  • Adjournment – Colleen Mellen moved to adjourn at 7:06 p.m., seconded by Richard Walsh.                              
                        Motion Carried 5-0-0.
