MIDDLE HADDAM HISTORIC DISTRICT COMMISSION
Special MEETING
Wednesday, July 7, 2010 @ 6:30 p.m.
Location:  Town Hall Annex – East Hampton
Minutes

  • Call to order – Chairman Royster called the meeting to order at 6:33 p.m.
  • Roll Call / Seating of Alternates – Roll call was taken.  Present were Commissioners James Royster Richard Walsh and Douglas Mackeown, and alternate Commissioner Gina Ritchie.  Not present was David Kneeland and George Coshow.  Commissioner Royster seated alternate Commissioner Gina Ritchie.

  • New Business:  
Decide whether or not a Certificate of Appropriateness is required for the replacement of clapboards at 105 Middle Haddam Road with clapboards of identical design, material and spacing.

Douglas Mackeown confirmed spacing meant exposure to weather.  He reviewed the project and saw the sample material and believed everything looked good.  James Royster reviewed other historic districts in the State of Connecticut and found published handbooks in the towns of Wethersfield, Old Lyme, Westport and Old Saybrook where it is declared that replacement “in-kind” does not require a COA.  Gina Ritchie began a discussion regarding repairing the material rather than replacing as written in the MHHD handbook.  The applicant will be replacing the clapboards on the entire house due to underlying issues.  It would easier to replace with “in-kind” material.  James Royster indicated the only way to replace is to remove the existing material and replace piece meal which may compromise the existing material.

Alternate Commissioner Christopher Dart arrived at 6:42 p.m. and was seated by Commissioner Royster.

It was questioned if this work is ordinary maintenance and repair.  Mr. Royster mentioned that other towns allowed this type of work based on it being ordinary repair.  Mr. Walsh was concerned that the house may lose it’s originality with the replacement material.  

James Royster moved to propose a motion that the MHHDC had determined that a COA is required for the replacement of the clapboards at 105 Middle Haddam Road.  The motion was seconded by Christopher Dart.  Motion Carried 5-0-0.
