MIDDLE HADDAM HISTORIC DISTRICT COMMISSION
REGULAR MEETING
Thursday, May 27, 2010 @ 6:30 p.m.
Location:  Eaton Smith Meeting Room – East Hampton
Minutes

  • Call to order – Chairman Royster called the meeting to order at 6:35 p.m.
  • Roll Call / Seating of Alternates – Roll call was taken.  Present were Commissioners James Royster and Richard Walsh, and alternate Commissioners Christopher Dart and Gina Ritchie.  Not present was Douglas Mackeown, David Kneeland and George Coshow.  Commissioner Royster seated alternate Commissioners Christopher Dart and Gina Ritchie.
Other Attendees:  Gary Smith and Fred Hansen

  • Public Remarks – Items Not on Agenda –   None
  • Public Hearings:  
  • Application #436, filed by Ronald McCutcheon and Estate of Curtiss Johnson, regarding 77 Middle Haddam Road, to repair and replace existing roofing due to storm damage.
Mr. Gary Smith represented the applicants and reported that he will be removing and stripping the existing roofing material with an upgraded architectural shingle consisting of GAF Timberline “weathered wood”.  Mr. Smith reported that the replacement material is the same shingle and color that has been used on other houses and the Second Congregational Church in the historic district.  

James Royster moved to approve the application as presented.  The motion was seconded by Richard Walsh.  Motion Carried 4-0-0.

  • Approval of minutes and motions
b.      Regular Meeting minutes and motions for the March 25, 2010 meeting were reviewed.  The minutes were approved with no changes.

  • Expenditures –  Commissioner Royster confirmed there was one bill for a legal ad posted in the RiverEast in the amount of $50.00

  • New Business –
  • Other – Commissioner Royster reported that Commissioner Douglas Mackeown attended a Freedom of Information workshop and brought back materials for each commissioner; Commissioner Royster gave one flyer to each commissioner present
  • Unfinished business:
Revisions to handbook (relative to ordinance revisions) Commissioner Royster presented a draft of proposed changes to the handbook.  Commissioner Walsh suggested additional changes which were then made a part of the presented draft.  (Revised draft attached)  Commissioner Walsh moved to adopt the proposed changes to the handbook as amended.  The motion was seconded by Christopher Dart.  Motion Carried 4-0-0.

  • “Commonly asked Questions” document  This matter was tabled to the next scheduled meeting.
  • Christ Episcopal Church fence  Commissioner Royster spoke with church chief warden George Sietzer.  Mr. Sietzer reported that the church board voted to remove the fence within six (6) months in conjunction with other work.  Commissioner Royster asked Mr. Sietzer to send a letter to the MHHDC confirming the board’s decision.  Mr. Sietzer said he would do so.
  • Replacement checks for our of date application fee checks  Richard Walsh confirmed he contacted both applicants and have received a promise for a new check and will continue to contact the other applicant on his list.  Douglas Mackeown was not present to report whether he made contact with the two applicants assigned to him.  James Royster confirmed he contacted both checkwriters, and one sent a replacement check.  He will continue to contact the other applicant on his list.

  • Adjournment – Christopher Dart moved to adjourn at 7:03 p.m., seconded by Gina Ritchie.                              
                        Motion Carried 4-0-0.
