MIDDLE HADDAM HISTORIC DISTRICT COMMISSION
REGULAR MEETING
Thursday, August 27, 2009 @ 6:30 pm
Location:  Eaton Smith Meeting Room – East Hampton
Minutes

  • Call to Order – Chairman Royster called the meeting to order at 6:31 pm.
  • Roll Call / Seating of Alternates – Roll call was taken.  Present was Commissioners Doug Mackeown, Richard Walsh, James Royster, George Coshow, and Gina Ritchie.  Not present were Commissioners David Kneeland, Ray Krupa, and Chris Dart.  Gina Ritchie and George Coshow were seated for David Kneeland and Ray Krupa. Also present was Jim Carey.
  • Public remarks - Items Not on Agenda – None.
  • Public Hearings:
b. App. #428-Filed by Peter Walsh, regarding 19 Knowles Rd., Middle Haddam, seeking a COA to remove existing asphalt driveway and replace with pavers.  Peter Smith, a neighbor for the applicant, spoke on behalf of the applicant.  Samples were brought of the pavers.  The proposed paver is Techo-Bloc, Villagio style, Champlain gray.  The commission held a discussion and asked questions of Mr. Smith.

George Coshow moved to approve the application as acceptable and appropriate. There was no second to the motion.                Motion Failed

James Royster moved to accept the application to remove the existing asphalt driveway and replace it with Techo Bloc, Villagio block in Champlain gray as shown in the brochure that accompanies the application.  The motion was seconded by Richard Walsh.            Motion Carried 5-0-0

c. App. # 429.-Filed by Eugene Cunningham II, regarding 54 Long Hill Rd., seeking a COA to remove existing metal shed and replace with a new wooden shed. A discussion and questions ensued.  The handbook was referenced.

James Royster moved to approve Application 429 filed by Eugene Cunningham to replace the tin shed as indicated with proposed pre-made building made by Care Free Small Buildings except that the building actually installed will not have any windows in it.  The motion was seconded by George Coshow.     Motion Carried 5-0-0

a. App. #427-Filed by Mary Jo Shafer, regarding 111Middle Haddam Rd., Middle Haddam, seeking a COA to replace various windows and barn doors, add stone to existing stone wall, and make fence repairs.  Mary Jo Shafer was not present for the application.  She sent a letter.  A discussion among the commissioners ensued.
James Royster moved to approve Application 427 with the use of Alside Excalibur windows as identified in the brochure filed with the application and the accompanying letter from Performance Windows and Siding as to replacing the sunroom windows but disapprove the use of such windows to replace the four windows in the house and recommend restoring or replacing the four windows in the house with wood utilize original glass if possible.  The motion was seconded by Gina Ritchie.                                 Motion Carried 5-0-0

A discussion on the rest of the application was held by the commission.

James Royster moved to disapprove the application to replace the carriage doors with the steel doors as proposed and recommend the use of an appropriate wooden door more compatible with original material, and further moved to approve the application to add matching stone to the existing stonewall and to replace wood as needed on the exterior fence.                  Motion Carried 4-1-0


    5.  Approval of minutes & motions
a. May 28, 2009 Regular meeting minutes & motions – The minutes were approved with one change under Reports “Town Council” to “Town Attorney”
                 
6. Correspondence
a. Other – A new application has been received and will be heard at the next meeting.  A letter from the attorney regarding the boundary report has also been received.

7. Reports
a. Expenditures - Rivereast publication for $70 for hearings
b. Historic District boundary description update – Jim Carey, Jeffrey O’Keefe and Jim Royster met to discuss the ordinance.
c. Other – A discussion on changing the maps because the boundary description updates.
8. New business:
a. Revise COA application form to include email addresses – Jim Royster will prepare a revised application for the commission.
b. Other

9. Unfinished business:
a. 35 Middle Haddam Rd. (Michelle Baz, Shawn France) – A letter to the property owners was sent.  The owner stated they were not out of compliance.  Vans have continued to appear at the property.  The next procedure is to involve the town attorney.  Jim Carey will continue to monitor the situation to see if it needs to go the town attorney.

10. Public remarks – None.

11. Adjournment – George Coshow moved to adjourn at 8:52 pm and Gina Ritchie seconded the motion.               Motion Carried 5-0-0
