Minutes

  • Call to Order – The meeting was called to order at 6:33 pm.
  • Roll Call / Seating of Alternates – Present were James Royster, Doug Mackeown, George Coshow, David Kneeland, Richard Walsh, Christopher Dart.  Not present were Ray Krupa and Gina Ritchie. George Coshow was seated for Ray Krupa.
  • Public remarks - Items Not on Agenda – None.
  • Public Hearings:
a) App. #422-Second Congregational Church of Middle Haddam,
Middle Haddam Rd. Seeking a COA to install a new cast in place concrete
walkway extending from existing concrete front walkway to new side entrance.

Mr. Aldieri, representing the church, said the plan is to put a sidewalk back to the original state and to bring the sidewalk up to code.  He stated this would not be a raised walkway.

Fred Hansen, 2 Kelly Pond Road, said the present sidewalk is unsafe.  Boy Scouts did this sidewalk many years ago.

Commissioner Kneeland moved to accept the application.  Commissioner Walsh seconded the motion.  There was no further discussion.                               Motion Carried 5-0-0


                 b) App. #423-3 Knowles Rd. Application on behalf of the
Middle Haddam Public Library seeking a COA to replace existing
cedar shingles on the original section with laminated asphalt composition shingles,
and to restore 5 original window sashes on the south elevation.

Commissioner Mackeown recused himself.  Commissioner Dart was seated for Commission Mackeown

Mr. Aldieri, representing the library, said the library wants to remove and replace the roof with a laminated asphalt composition shingle.  This product was chosen for cost and easier installation.  This product is a 30 year shingle.  They also want to restore 5 windows.

Fred Hansen, 2 Kelly Pond Road, feels this is a good product to use.  The cedar shingles don’t last long.

A discussion ensued among the commissioners.




Chair Royster moved to accept Application 423 as it is written without exception to replace the cedar roof on the vintage portion of the building and replace the 5 windows on the vintage section as applied for.  The motion was seconded by Commissioner Kneeland. Motion Carried 4-1-0 Commissioner Walsh was opposed.

Commissioner Mackeown was reseated at 7:02 pm.

       5.  Approval of minutes & motions
a. March 26, 2009 Regular meeting minutes & motions – Chairman Royster recommended the minutes be accepted for the March 26, 2009 regular meeting with no changes. There was no opposition and the minutes were accepted.                                                                                               Motion Carried 5-0-0
          6. Correspondence
a. Other – Commission Walsh read a letter by Architect Fellner describing a minor change to accommodate the commissions stipulation on it’s approval of application #420 that the roof be real slate.

Chairman Royster moved that we accept this letter of change and file it with the original application and consider it as part of the application.  The motion was seconded by Commission Mackeown.
                                                                                Motion Carried 5-0-0
Application for 77 Middle Haddam Road (post office) was received today.

7. Reports
a. Expenditures - $120 for the Rivereast and $53.53 for the Middletown Press.
b. Assessor’s Office Property Listing and GIS update – Commissioner Mackeown gave a report to the commission on his findings.  Commissioner Mackeown will forward the information to Chairman Royster so that he may present it to Jeff O’Keefe.
c. Other - None
8. New business:
a. Other – Shawn France, 36 Middle Haddam Road, is still parking commercial vehicles on his property.  Commissioner Royster will notify Jim Carey that Mr. France is not complying with the application decision.

9. Unfinished business:
a. 77 Middle Haddam Rd.(Post Office) – Application was received in today’s correspondence.

10. Public remarks - None

11. Adjournment – Commission Royster moved to adjourn at 7:14 pm.  The motion was seconded by Commissioner Mackeown.                                    Motion Carried 5-0-0
