Minutes

1.  Call to Order:
Meeting was called to order by Chairperson Woodcock at 7:01 pm. This meeting was moved to the Annex since the Eaton E. Smith Room was currently being used.

Patricia Kratochvil, new recording secretary, was welcomed by the Chair.

2.  Roll Call/Seating of Alternates
Commissioners present were Chair Nannette Woodcock, Gina Richie, Vice Chair Doug Mackeown, Richard Walsh, and George Coshow.  Commissioners not present were Raymond Krupa, Clerk James Royster and Christopher Dart.  

George Coshow was seated for Raymond Krupa and remained seated for James Royster upon Commissioner Krupa’s arrival.

3.  Public Remarks - None

4.  Public Hearing

A reading of the public notice was read by Chair Woodcock.

COA Application #417, 45 Middle Haddam Road, Brandon Bilodeau requesting to re-shingle roof using asphalt shingles

Mr. Bilodeau presented a sample of the charcoal shingle and pictures of the roof in need of repair.  The shingles are 50-year asphalt shingles. Mr. Bilodeau is proposing to change the color of his roof from green three tab to Gaff Charcoal architectural shingle.

Commissioner Raymond Krupa entered at 7:05 pm.  George Coshow remains seated for Commissioner Royster.

The commission and Mr. Bilodeau discussed the project in further detail.

At 7:13 pm Chairperson Woodcock closed the public hearing.


Commissioner Coshow motioned to approved COA Application 417, seconded by Commissioner Krupa.
                                                        Motion Carried 6-0-0

  • Approval of Minutes and Motions
September 25, 2008 Minutes
Commissioner Walsh motioned to approve the minutes as written for September 25, 2008 and Commission Mackeown seconded the motion. Commissioners Krupa and Woodcock abstaining.
                                                        Motion carried 4-0-2

6.  Correspondence – None

7.  Reports
        
a.  Expenditures - A $50.00 ad expenditures was received for the October public     hearing legal notice.  This expenditure will be forwarded to Commissioner Royster, Clerk.

b.  Other – None

  • New Business
a.  School House Building Re-roofing Project - Chair Woodcock reviewed the letter of request received by the commission regarding the Middle Haddam association’s intent to undertake a maintenance and repair of the roof of their property at 15 School House Lane (attached).

Commissioner Coshow motioned that no action was necessary since this is maintenance and repair and a COA is not necessary.  The motion was seconded by Commissioner Walsh.
                                                Motion Carried 6-0-0

b. 36 Middle Haddam Road COA Application. Commission Woodcock noted the    receipt of an application for work he has or intends to undertake which will be heard at a public hearing next month and suggested to Mr. France that he is able to submit an addendum to this application for the alternate use of parking if it is received by November 2.

9.  Unfinished Business

  • 36 Middle Haddam Road:  Compliance Request with Section 211 – Item 8,
paragraph b parking alternate use for properties within the district.
 
Commissioner Woodcock drafted a Compliance Request Letter (attached).  The commission felt the compliance letter was in order and should be sent with a copy to the Building Department.

b)   Handbook – addition and revisions. Discussion ensued on the current draft of the Handbook. Further changes and additions were agreed upon.

Commission Mackeown motioned to incorporate the latest additions and revisions and get them back out to the commissioners to adopt the Handbook at the November meeting.  The motion was seconded by Commissioner Walsh.

                                                        Motion Carried 6-0-0

Commissioner Walsh motioned to adjourn the October 30, 2008 meeting at 8:50 pm, seconded by Commissioner Krupa.
