Unapproved Meeting Minutes
Eaton E. Smith Meeting Room – Town Hall
Present: Ned Costello, Chair; Nannette Woodcock, Vice Chair; Doug Mackeown, Secretary; Richard Walsh, and Ray Krupa.
Also present were Henry Thorpe, Board of Finance Liaison, and applicants Bill Bailey and Dave Bailey, son and builder.
Public Hearing William Bailey presented his proposed plans to build a new garage and submitted revised drawing which is the same footprint but alters the exterior and roof line to more closely resemble a barn. Exterior material will be vertical siding planned to be stained barn red, weathered wood asphalt shingles, windows and exterior doors matching garage plus a loft door, no gutters and dark brown drip edge. Exterior trim will be plainer and no additional exterior lighting will be used. Location of the new building will be as close to the ledge as possible. Foundation exposure anticipated to be no more than 10 inches.
Doug Mackeown made a motion to accept the new building as proposed by William & Betty Bailey, 33 Knowles Road, Middle Haddam with the new drawings dated 1/30/08 including permission to remove the current 17’ x 22’ garage. Motion was seconded by Ray Krupa. Motion passed 5-0 Approval of Minutes & Motions Nannette Woodcock moved to approve the August 7, 2007 minutes as amended with corrections. Motion was seconded by Ray Krupa. Motion passed 5-0
Corrections were noted to replace officer notation to Chair and Vice Chair, to correct the vote to 5 on the second page, move indication of recusal above the action and a few typos were indicated.
Richard Walsh made a motion to approve the minutes as written dated December 10, 2007 as presented. Motion was seconded by Nannette Woodcock. Motion passed 5-0 Public Remarks None
Correspondence The Clerk indicated a letter authorizing payments for advertising and letters were presented indicating Rick Walsh and Ray Krupa were appointed as full members to the Commission.
New Business Willy Fuqua will be submitting an application next month to pave his driveway.
Unfinished Business Chairman Costello thanked Nannette Woodcock for the extensive work done on both the By-Laws and application instructions.
a. By-Laws Chair Costello indicated the By-Laws about to be approved were requested by the Town Council, have been in the works all year, and are the first every done by any Commission since its inception.
The following errors and changes were agreed: roman numerals are to be used for Article I and II, Articles XII through XIV are to be renumbered XI through XIII and the section numbers of those articles are to be underscored; the month of May will be the dated inserted in Article XI; add Section 6 to Article VII: The Chair and in his or her absence, the Vice Chair, may appoint an alternate designee for any duty; and in the absence of all elected officers, the Commission shall elect a Chair Pro Tem.
Nannette Woodcock made a motion that the By-Laws as amended be adopted. Motion was seconded by Richard Walsh. Motion passed 5-0 b. Application Instructions As agreed at the last Commission meeting, the order of items were rearranged and it was agreed to rename section 3 and further define structures in item 1, second sentence.
Doug Mackeown made a motion to accept the Application Instructions as discussed. Motion was seconded by Richard Walsh. Motion passed 5-0 c. Handbook A group of citizens including Doug MacKeown and Nannette Woodcock have been working on a handbook this year which should be presented to the Commission for its consideration by the February meeting. This is intended to better reflect the communities input and feedback offered at last February’s public meeting on the subject.
Rick Walsh reported that he has been working with the town to prepare the district property listing suggested by the Town Attorney to legally define the District. It will reference lot, block and lot number of all properties in the District.

Ned Costello moved to adjourn the Regular Scheduled meeting of the Middle Haddam Historical District at 8:12pm. Motion was seconded by Richard Walsh. Motion passed 5-0
