Minutes
Call to Order: The meeting was called to order at 7 PM.
Present: Ned Costello, Chair; Nannette Woodcock, Vice-Chair; Doug Mackeown, Clerk; Ray Krupa, (Alternate); and Richard Walsh (Alternate). Also present: Janet Brook, Town Attorney. No other members of the public attended.
Roll Call / Appointment of Alternates: Alternates: Mr. Walsh and Mr. Krupa were seated for this meeting as regular voting members. It was announced that the meeting would reconvene in open session. The Commission’s Clerk will note when the Session was closed and inform the Recording Secretary.
Planned Executive Session: Legal Counsel Attorney / Client Privilege Nannette Woodcock made a motion to enter into Executive Session to discuss the pending FOI claim/issue. Motion Seconded by Ray Krupa. Motion passes 5-0-0
The Commission went into a planned Executive Session for the purpose of an update and to be advised by Attorney Brooks regarding the pending FOI claim.
Doug Mackeown made a motion to Close the Executive Session. The motion was seconded by Rick Walsh. Motion passed 5-0-0 The Commission returned to the regular portion of the meeting.
Unfinished Business: a. Possible action on pending FIO Claim. The Chair called for any motion or action on the pending claim and there were none.
b. Rules, Bylaws, Instructions: The Commission reviewed the suggestions offered by Atty. Brooks for the proposed Rules, Instructions, and By-Laws and undertook an in depth discussion generating other concerns and suggestions from Commission members. Additional FIOA and statute compliance issues are to be addressed.
Public Remarks – none.
Rick Walsh stepped out of the meeting to take a phone call and then returned to the meeting.
Doug Mackeown made a motion to adjourn the meeting at 9:22 PM. The motion was seconded by Ray Krupa. Motion passed 5-0-0
