CONSERVATION – LAKE COMMISSION
REGULAR MEETING
THURSDAY, SEPTEMBER 8, 2011
7: 00 P.M.
EATON E. SMITH MEETING ROOM – TOWN HALL


MINUTES

1.  Call to Order

Present:  Peter Zawisza, Allen Petell,  Nancy Selavka, and Joe Carbonell.
Absent:  Mark Niosi, Michael Brogan, Michael Rose, Irene Curtis

Also present:  Jennifer Carducci, Recording Secretary.  

This regular meeting was called to order at 7:07 p.m.

2. Seating of Alternates

No alternate were seated.  

3.  Approval of Minutes – August 11, 2011

A motion was made by Vice Chair Petell  to approve the minutes as written, seconded by Ms. Selavka, Vote:  Yes: 5; No: 0, motion passed.  

4.  Communications and Liaison Reports - None

5.  Public Remarks - None

6.  Plan Review –

        IWWA Application No. IW92515 of Mary Ann and F. James Hubert, 3 Laurel Lane,
        Farmington, CT  06032, to replace existing structure at 68 Spellman Point with new home
and garage in the Upland Review Area, Map 9A/Block 70/Lot 9.

After review of the plan, comments to be forwarded are:  1) Owner should tie all gutters into the curtain grains in the ground; 2) Since there is an additional 500’ of impervious surface, the use of rain gardens is applauded.  

7.  Old Business

A.  Sub-Committee Report on Education

Vice Chair Petell presented the final version of the “owner’s manual” for the Lake watershed area.  Maureen Heidtmann helped out a great deal with printing.  They will be in the Library, Paul’s and Sandy’s Too, Town Hall, etc.  Prior to distribution, Mr. Petell will put an article in the RiverEast.  

B.  Update on Watershed Signage Plan

Chair Zawisza spoke with Chief Reimondo, who will site the signs with Keith Hayden.

C.  Discussion on Purchasing a Lake Watershed Topographic Model for education purposes

Vice Chair Petell presented the Lake Watershed Topographic Model.  Vice Chair Petell will be investigating a display table for the model.  

D.  Mapping of Town Catch Basins

Mr. Petell presented locations of CB he physically located and plotted.  A copy will be given to Keith Hayden for computer input.  Mr. Petell will work to finish locating all catch basins in the watershed area.  

7.  New Business

  • Announcement of training date & time with Dr. Ken Wagner for water quality sampling (scheduled updated date)  
(Some agenda items were left on from previous agendas).  A review discussion occurred.  Vice Chair Petell will inquire as to storage space for the testing equipment.  

  • Review of new wetlands maps for Town – Not discussed
C.  Researching potential grants for Water quality improvement & conservation purposes

This item should remain open.  All should keep their eyes open for new opporunities.  
                                                                                            
9.  Public Remarks

Vice Chair Petell opened a discussion regarding attendance of Commission members.  He also questioned the listing of political party listed on website.  

10.  Adjournment

A motion was made by Mr. Petell to adjourn, meeting was adjourned at 8:04 p.m.
