REGULAR MEETING

Minutes


  • Call to Order – The meeting was called to order at 7:10 pm. Present were Peter Zawisza, Michael Brogan, Irene Curtis, Kurt Cominsky, and Allen Petell.  Not present were Thomas Wells, Michael Rose, Mark Habedank, Paul Peszynski (A) and Mark Niosi (A)
  • Seating of Alternates - None
  • Approval of Minutes:
  • Conservation-Lake Commission – December 17, 2009  Irene Curtis moved to accept the minutes as presented.  The motion was seconded by Kurt Cominsky.  There was no discussion.                   Motion Carried  5-0-0
  • Communications and Liaison Reports – There were no communications this past month.  Kerry Neilsen reported that P & Z was setting dates for hearings in February.
  • Report of Director of Community & Environmental Planning - None
  • Public Remarks - None
  • Plan Review:   
  • Application review of a timber harvesting permit for 29 Waterhole Rd.- Lanou Timber Sale. – Peter Lesmerises of Peter Marlowe Forest Products presented for Keith and Kim Lanou Timber Harvest.  Mr. Lesmerises explained that the project had started and then stopped years ago.  This permit is a continuation of that project.  Approximately 395 trees will be removed.  Mr. Lesmerises stated he still needs to go to P&Z and IWWA also.  The commission had a few questions.
Michael Brogan moved that the application for the Lanou Timber Sale for Keith and Kim Lanou the 36 acres 395 trees + of 14 inches or more the base girth be forested and approved by the Conservation Commission as written in this report.  The motion was seconded by Kurt Cominsky.
Motion Carried 5-0-0

  • Application review of a preliminary project for Hampton Woods project for 253 townhouses along East High St. and Bear Swamp Rd.- Hampton Woods Development, LLC.  – Dave Sherwood and Ted Hart of Hampton Woods Development LLC presented to the commission.  The commission asked many questions of the gentlemen about run-off, wells, landscaping, future development, access roads, and wildlife.
Michael Brogan moved that the Hampton Woods Development LLC application for a preliminary project for Hampton Woods comprised of  253 town houses along East High Street and Bear Swamp Road be approved subject to consideration of recommendations that this commission has made:

1.  wells and access roads be removed from the open space calculations
2.  process gravel be used for access roads instead of paving
3.  talk to state archeologist about the marked areas on the maps

The motion was seconded by Allen Petell.                Motion Carried 5-0-0


  • New Business:
  • Summary of aeration system presentation for Lake Pocotopaug on 1/7/10 and future direction of RFP, research etc.- Kerry Neilsen gave a brief summary of the presentation.  She stated the presentation was informative and that there may be more meetings with other companies.  A discussion ensued with the commission members.  
Peter Zawisza moved to expend $5000 for AECOM and Ken Wagner for a RFP for an aeration system for our lake with a time stipulation to be delivered by the end of March 2010. Michael Brogan seconded the motion.  A discussion ensued including talking to the Friends of Lake Pocotopaug for financial support.
                                                                                        Motion Carried 5-0-0

  • Conservation-Lake Commission Budget Discussion – Kerry discussed with the commission some upcoming expenses and asked members to prioritize some projects.  She stated that this commission has roughly about $25,000 at this point in time.
Peter Zawisza moved to amend the agenda to add an Item C “Adopting Salmon River Watershed Municipal Land Use Evaluation Project – Assessment Report (dated 11/13/09) under New Business.  Irene Curtis seconded the motion.                                                     Motion Carried 5-0-0

C.      Adopting Salmon River Watershed Municipal Land Use Evaluation Project – Assessment Report (dated 11/13/09)  -

Peter Zawisza moved that the Conservation/Lake Commission implore
the town to adopt the Salmon River Watershed Municipal Land Use
Evaluation Report as a guideline in dealing with watersheds throughout
East Hampton.  Michael Brogan seconded the motion.
                                                                                                Motion Carried 5-0-0

  • Old Business:
  • Discussion on direction of a future watershed management plan – The commission discussed a management plan.  The commission decided to send out an RFP.
  • Discussion on setting up timeline for implementing management actions in AECOM report for Lake Pocotopaug – The discussion was the priorities should come out of the watershed management plan.  Also the commission would like to put a cost and timeline to the AECOM report.


  • Discussion on algae samples results from Dr. Ken Wagner @ AECOM (see email handout) & future algae and water sampling in the lake – Kerry has the excel spreadsheets.  Ken Wagner stated the problem existed with the preservation of some of the samples.
  • Establishment of dates (2-3 brief meetings) for meeting on Lake Cleanup Day set for April – postponed.
  • Public Remarks – none.
  • Adjournment   - Kurt Cominsky moved to adjourn at 9:50 pm and the motion was seconded by Michael Brogan.                                                Motion Carried 5-0-0
