LAKE POCOTOPAUG COMMISSION
Regular Meeting
April 16, 2009 – 7:00 pm
Eaton E. Smith Meeting Room – Town Hall

MINUTES

Present:  Chairman John Ciriello, Irene Curtis, Mark Habedank, Paul Peszynski
Also Present:  Recording Secretary Patricia Kratochvil, Kery Nielson, and other members from the public.

1.  Call to Order and Roll Call
Chairman Ciriello called the meeting to order at 7:23 pm.  Roll was taken.  At the time there were no changes to the agenda.

2.  Approval of Minutes of Previous Meeting
Irene Curtis moved to accept the March 19, 2009 minutes as presented. The motion was seconded by John Ciriello.         Motion Carried 4-0-0

3.  Public Remarks –None.

4.  Remarks from the Chair
The Chair, John Ciriello, thanked the many people who helped the commission.  John Ciriello stated that he feels the commission has accomplished a lot and has enjoyed working with everyone.

Construction pictures were shown of a site where digging was done by the lake.  There is concern of nutrients going into the lake when digging is done by the lake.

6.  Administrative Business & Communications
a.  Letter From East Hampton Public School – A thank you letter was read to the commission by John Ciriello.

Commissioner Paul Peszynski arrived at 7:30 pm.

b.  Lake Letter: The Bantam Lake Protective Association – A partial reading on evasive weeds newsletter was read by John Ciriello.

5.  Discussion: Ordinance Establishing Conservation-Lake Pocotopaug Commission
The commission discussed the ordinance and their concerns of combining the two commissions.

7.  Storm Drain Stencils - Ciriello
John Ciriello has measured several storm drains.  The storm drains vary in size.  He will talk to the contact to have stencils redesigned and ordered.

8.  Commission Liaison Reports
Irene Curtis had nothing to report.  Paul Peszynski reported that ZBA approved Applicant Nick Mougey with conditions.  John Ciriello attended both town council meetings but stated that the meetings were mainly about budgets.  John also attended the Parks Dept. meeting.  There was discussion on the new park.  An architect is going to present two plans for the department.

9.  Director of Community and Environmental Planning –Report – Nothing.

10. Committee Reports
a.  Old Home Day Committee – Jordon – None.

b.  Lake Management Planning Committee – Wells – None.

c.  Lake Clean Up Day Committee – Habedank – The committee has had several meetings. The day is April 25, 2009.  This will be an annual event.  They are working on laying out the routes and how many teams there will be.  The starting point will be Sears Park.

d.  Watershed Testing & Alga Testing – Ciriello – Mr. Wallace has been helping John Ciriello each month with his boat and auger.

11. New Business - None.

12. Unfinished Business
a.  Rain Garden Contest & Pet Management- Curtis – Irene Curtis went to the Rain Garden presentation at the library today.  There will be a team meeting within the week.  At the library presentation there were some people who came forward to volunteer with the Rain Garden Contest.  The Village Lions wants to be the administrator and the Garden Club would like to be the advisor for the contest.

As for pet management Irene wants to talk to Keith Hayden.  Irene is interested in putting up signs.

b.  Other - None

13. Public Remarks – Kyle Dostaler56 Williams Drive – East Hampton needs a master plan.  He is concerned that the lake will continue to deteriorate unless an effort is made.  He told the commission to keep up the good work and he thanked the commission.

14. Adjournment  Paul Peszynski moved to adjourn at 8:55 pm.  The motion was seconded by Mark Habedank.         Motion Carried 4-0-0
