Regular Meeting
March 19, 2009 – 7:00 pm
Eaton E. Smith Meeting Room – Town Hall

MINUTES – Unapproved

Present:  Chairman John Ciriello, Tom Wells, Jack Solomon, Irene Curtis, John Jordon, Mark Habedank, Paul Peszynski
Also Present:  Recording Secretary Patricia Kratochvil, Kery Nielson, and other members from the public.

1.  Call to Order and Roll Call
Chairman Ciriello called the meeting to order at 7:01 pm.  Roll was taken.  At the time there were no changes to the agenda.

2.  Approval of Minutes of Previous Meeting
Jack Solomon moved to accept the February 19, 2009 minutes with the one amended change in the seconded motion of adjournment.  The motion was seconded by John Jordon.                                                          Motion Carried 7-0-0

3.  Public Remarks –Edward Fatscher, 29 Lake Drive, is concerned about the sanding and salting around the lake done during plowing.  The sand/salt is then blown towards the lake and feels it is not good for the lake.  Also he had a large log that needed to be removed and was told the town did not remove items from the lake.

4.  Presentation – cancelled

5.  Application:  Nick Mougey, 73 Bay Road, East Hampton

Mr. Mougey presented his application with his architect, Lifespace Architects.  The application consists of a garage, retaining walls, and rain gardens.  The commission asked questions of the applicant and architect.

Tom Wells moved to approve the application for 73 Bay Road, with close monitoring to the erosion controls be monitored by the applicant and town staff and the calculations be worked out for impervious surface. The motion was seconded by Jack Solomon.                                                                              Motion Carried 7-0-0

Tom Wells moved to add to the agenda an application for a single family home Ralph Landino, Lot 14, Pine Trail, East Hampton.  The motion was seconded by Irene Curtis.

Charles Dutch of Dutch and Associates gave a presentation and answered the questions of the commission for the applicant who was not present.  Many options for quick water absorption from roof run off  were discussed with Mr. Dutch.

Tom Wells moved to approve the application with the following recommendations:
1.  The area under the deck be constructed with crushed stone so the water will soak into the ground
2.  The run off from the roof as the applicant has said be infiltrated into the ground using galleys or dry well
3.  To investigate the possibility of a rain garden or other absorbent area in the back corner
4. To pay particular attention to the erosion control on the downward side of the lot in that it is inspected by the applicant and staff so that there is no breakout during construction

The motion was seconded by Jack Solomon.                        Motion Carried 7-0-0


6.  Remarks from the Chair

John Ciriello welcomed Kery Nielson, Environmental Planner, Staff Liaison.

7.  Administrative Business & Communications

1.  Letter From Town Council – Letter dated 4/25/09 approving Lake Clean-Up Day
2.  Budget Letter from The Nature Conservancy – Letter was read by John Ciriello
3.  Other – Jack Solomon – when the two commissions merge Jack Solomon will resign from the Lake Commission.

8.  Christopher Brook Dredging – John Ciriello read letter from Jeff O’Keefe to Town Council dated 10/8/08 with recommendations.  John Ciriello will approach the property owner for approval of dreading.

Tom Wells moved to have John Ciriello talk to the Christophers on an informal basis about improving their pond, easements, what they expect and would they sign a document. The motion was seconded by Jack Solomon.    Motion Carried 7-0-0


9  EnviroScape – Watershed/NonPoint Source – John Ciriello spoke with the science teachers about the kits.  A plan is being implemented on how to have the kit moved around the town to the various agencies so it is well used.

10.  Storm – Drain Stencils –  The stencils arrived and were too large.  They were returned for a refund. Custom stencils will be made.


11.  Commission Liaison Reports
John Jordon – Conservation Committee – they are looking forward to working with the Lake Commission.
Paul Peszynski – Nothing to report.  
Jack Solomon – Nothing to report.
Mark Habedank – Nothing to report.
Tom Wells – Nothing to report.  
Irene Curtis – Nothing to report.  
John Ciriello – Town Council 2/24/09 meeting sunset the Task Force, Clean Energy Expo 3/21/09 and Town Council meeting 3/10/09 GIS system on town web site.  Parks Dept meeting on 3/3/09 closing park during winter months because of snowmobiles. Eagle Scout proposing a project to build a dock at Sears Park. Also Chuck Haller, 114 Mott Hill Road, with 8-9 acres would like the town to buy his land. Owner states there are 98 species of birds and other wildlife.  There is a pond on the property with a dam.  

12.  Committee Reports
        A.  Old Home Day
John Jordon spoke to Matt Walton.  A 10x10 booth has been obtained.   There will be power to the booth.  There is no fee for the booth.  Try to work with Conservation Commission.
        B.  Lake Clean Up Day
March 25, 2009 at 4 pm meeting is scheduled.  A church group will help with the clean up.  Police Chief wants a call a week before the event.  Money collected from bottles will be donated to the East Hampton Food Bank. April 25 is Clean-Up Day.  Mark will send an article to the River East.  
        C.  Lake Management Planning Committee – Plan Update
Nothing new to report.  Send any comments to Tom Wells.
        D.  Monitoring Committee-Schedule for testing in the Watershed-discussion –alga testing-March-Ciriello
The bottles are in and just need to be picked up.  Alga testing will be done.

13.  New Business
Town spends $16.00/ton for sand/salt mixture.  The town sweeps the roads and reuses the mixture where it can.  The town is considering other alternatives to treat the roads but they are expensive.  There was a discussion on the following two subjects:
        1. Conductivity & PH Meter
        2.  Hand Held GPS
John Ciriello moved that we purchase a conductivity meter not to exceed $220 and a hand held GPS not to exceed $225.  The motion was seconded by John Jordon.

14.  Unfinished Business
        A. Rain Garden Contest – The Village Lions and Garden Club will be discussing the Rain Garden Contest at their next meeting.  This will be a spring/summer/fall contest that will be judged in the fall with different categories.
        B.  Pet Management – There is a web site that is used frequently for the dispensers.  Vandalism and care of the dispensers is a concern.  It is about $200 for the dispenser (installed).  A discussion ensued on various options on how to educate the public took place.

16.  Adjournment
Jack Solomon moved to adjourn at 9:46 pm.  The motion was seconded by John Jordon.                                                              Motion carried.  7-0-0
