Regular Meeting
February 19, 2009 – 7:00 pm
Eaton E. Smith Meeting Room – Town Hall

MINUTES

Present:  Chairman John Ciriello, Tom Wells, Jack Solomon, Irene Curtis, John Jordon, Mark Habedank
Absent:  Paul Peszynski
Also Present:  Recording Secretary Patricia Kratochvil, Kyle and Mary Ann Dostaler, Patience Anderson, and other members from the public.

1.  Call to Order and Roll Call
Chairman Ciriello called the meeting to order at 7:04 pm.  Roll was taken.  At the time there were no changes to the agenda.

2.  Approval of Minutes of Previous Meeting
Irene Curtis moved to accept the January 15, 2009 minutes for the Regular Meeting and Special Meeting held on that date with the one amended date change in the heading.  The motion was seconded by John Ciriello.                     Motion Carried 4-0-2

John Jordon and Mark Habedank abstaining.

3.  Public Remarks – Patience Anderson, 17 Anderson Way (not in the watershed), mentioned to the Conservation Commission about the Lake Commission and Conservation Commission working together on Old Home Day and the Lake Fair.  She suggested that Chairman Ciriello contact the Chair of the Conservation Commission to discuss this further.

4.  Presentation – Thad King – Chatham Health District – Environmental Friendly Septic System Monitoring Program – Mr. King discussed septic system monitoring and public health codes for septic systems.  (attachment)

5.  Remarks from the Chair – John Ciriello welcomed Mark Habedank as the newest commissioner.  John Ciriello reminded the commission of a NALMS conference in October 28-31 in Hartford.  He will send an email to everyone with further details.

6.  Administrative Business and Communications

        A.  Town Managers Report – not present
                1.  Hale Brook Dredging – Chairman Ciriello gave an update. The dredging was done.  The Lake Commission was not notified of when this was done. (attachment)
                2.  Other – None
7.  Christopher Brook Dredging – John Ciriello moved to have the Lake Commission transfer $10,000 of its budget to the town in order for them to go forth with an engineering study of Christopher Brook at a cost of approximately $10,000 to $11,000 that we would be willing to pay, motion was seconded by Jack Solomon.  A discussion took place on the dredging project. (attachment)             Motion Carried 6-0-0

8  EnviroScape – Watershed/NonPoint Source – John Ciriello moved that the Lake Commission provide funds for this it would be approximately $749 plus $29 for shipping. What the commission would do to give to one of the schools who would be the caretaker with the caveats that they would share it with other programs if it was needed, seconded by John Jordon.  A discussion on the kit took place.      (attachment)Motion Carried 6-0-0

9.  Storm – Drain Stencils – John Ciriello will be going to a meeting on Wednesday.  If you have any questions you may email him with them so he may take them to his meeting.  (attachment)

John Ciriello moved to adopt a stenciling program for the Lake Pocotopaug watershed area and possibly extend to other areas of the town, motion seconded by Tom Wells.  A discussion took place on the program.                 Motion Carried 6-0-0

10.  Commission Liaison Reports
Jack Solomon had nothing to report.  Irene Curtis had nothing to report.  Tom Wells reported that P& Z – Skyline Estates has another waiver so the application is continued.  Tom Wells had nothing to report for Inland Wetlands

11.  Committee Reports
        A.  Education Committee
John Ciriello gave a presentation to the parks department on weeds.
        B.  Monitoring Committee
January sampling complete.  John Ciriello has plenty of supplies.  
        C.  Lake Management Planning Committee – Plan Update
A new draft was given to the commission for review (attachment)

12.  Unfinished Business – None

13.  New Business – None
        A. Spring and Summer Projects – Committees for Old Home Day
Irene Curtis is working on a Rain Garden contest.
        B.  Discussion: Functional Assessment of Boards and Commissions – The commission had a discussion on the reorganization.
C.  Discussion:  Committees for Lake Clean Up Day (April 25th) Old Home Day Booth – Town Council needs to be notified of Lake Clean Up Day April 25. Mark Habedank will lead the committee for Lake Clean Up Day.  John Jordon will lead the Old Home Day Committee

        1. Other  - core sampling - A discussion on core sediment at the bottom of the lake was brought to the commission by Irene Curtis.  The commission also discussed the core analysis.

John Ciriello moved to put into new business the 73 Bay Road, Nicholas Mougey, East Hampton, Connecticut who would like to build a garage, just to look at right now so we are familiar with it for next month, motion was seconded by Tom Wells.
                                                        Motion Carried 6-0-0

        D.  Nicholas Mougey, 73 Bay Road, application for adding garage.  The commission reviewed the application. (attachment)

11.  Old Business
        A. Pet Management – Irene Curtis discussed pet management.  She will continue to work on this program.  She feels an educational program is needed for the public.
        1. Other – None

12. Public Remarks Mary Ann Dostaler, 56 William Drive, commends the commission for its work.  Mary Ann commented on the town manager statement the change is hard .  She stated that it isn’t change that people are resisting but going backwards. She commented on the pet management program.  She had a few suggestions for Irene Curtis of what other towns are doing to involve local businesses and EDC.  

Kyle Dostaler, 56 William Drive, thanked the commission for their work and stated he was against combining the Lake Commission and the Conservation Commission.
13.  Adjournment
Jack Solomon moved to adjourn at 10:09 pm.  The motion was seconded by Jack Solomon.                                                    Motion carried.  6-0-0
