A meeting was held on October 19, 2011 at Chatham Acres.  The meeting opened at 6:05pm.  Members present were Patricia Dufour, Tom Denman, Ann McLaughlin, Jo Ann Ewing, Monica Kangley, Judie Bobbi and Jodi Brazal.  One resident was present.
Minutes:        Ms. McLaughlin made a motion to accept the minutes of September 21st.  Ms. Kangley noted a correction in the budget section.  The word office was missing under the part time worker hourly wage.  Ms. Kangley seconded.  Vote was unanimous.
Public Comment:
Resident from Chatham Acres requests a pet, submitted request from her physician.  Board will review but is in the process of developing a “reasonable accommodation” policy.  No decision will be reached until this process is completed.  Ms. Bobbi has asked Milford H.A. to send a copy of their policy so that we could use it as a model.  Ms. Bobbi suggested a workshop meeting be set after the information is received.
Bills and Communication:
FEMA – Ms. Bobbi spoke to state emergency person who has received the necessary paperwork and has forwarded it to FEMA who will be in contact with us for a kick off meeting.
DAS is sponsoring a Workman’s Comp seminar on Oct. 26th.  Ms. Bobbi plans on attending.
Cash Report:    Ms. Bobbi presented the bank reconciliation for review.  The report will be filed for audit.
Old Business and New Business:
Ms. Bobbi submitted the completed 2012 Budget for vote by the Board.  Mr. Denman made a motion to approve the Budget pending approval by CHFA.  Ms. Ewing seconded.  Vote was unanimous.  Chairman will sign cover sheet and paperwork will be forwarded to CHFA.
Ms. Bobbi presented Board members with the Financial Statement for the third quarter ending September 30, 2011.  The Board reviewed and it will be sent to CHFA and DECD.
The patios being constructed by Alex Roccapriore for his Eagle Badge are underway.  Chatham Acres is almost complete and Bellwood Court will begin in a couple of weeks.
Emergency Generators – Ms. Bobbi has been in contact with Higgins Electric.  The governor has been replaced at Bellwood.  However, the water pump is leaking and needs to be repaired before winter.  Ms. Bobbi gave the ok for the repair.  John Higgins will call to come out to speak about the Chatham Acres generator and if heat to the community room is a possibility.
Insurance Claim – The estimate of the damage on the roof and in one apartment has been calculated from storm Irene.  A check will be sent to us and it is up to us to choose a contractor to do the repairs.
Comcast Cable is giving the Housing Authority a credit for the period of the power outage.   Ms. Bobbi calculates that each tenant could pay $10 less in their rent check for November.
Conn NAHRO Convention to be held December 4th – 7th.  At this time Ms. McLaughlin, Ms. Dufour and Ms. Bobbi will attend.
Congregate – None
Vacancy – None
Refrigerators and ceiling light replacement are still waiting to be completed under the ARRA.  Ms. Bobbi has contacted Ray Mack from CL&P to get an update.  He is resubmitting for the final 13 refrigerators from GE and the lighting will be done following Wethersfield and/or Glastonbury.
Ms. McLaughlin reported that she has gone over the audit report.  Also, she asked if CL&P had addressed rust and paint on the big electric boxes scattered at Bellwood Court.  Ms. Bobbi stated that it has not yet been addressed.
Ms. McLaughlin requested that the monthly newsletter be emailed to Board members.  Ms. Brazal will take care of that.
Ms. Ewing reported there will be a TRIAD conference on Nov. 17th.
RSC:    
Ms. Brazal asked Ms. Ewing who is also the Municipal Agent if the Housing could be part of the Everbridge System.  It would make it easier to be able to send out important calls to our residents.  At a recent RSC meeting it seems emergency response information was a common problem among senior housing authorities.  Ms. Brazal reported that on Nov. 22nd between 1pm and 3pm there will be a Yellow Dot meeting.  Peoples Bank of Colchester is the sponsor of the Yellow Dot in our area.
Tenant Commissioner:    Ms. Kangley has not yet talked to Don Sorvillo regarding issues that may come before the tenant group at Bellwood Court.  Ms. Kangley is hoping that the roots from the shrubs can be removed in order to prepare for the garden at Bellwood Court.  Mr. Denman will see if he can find someone that could do

Ms. McLaughlin made a motion to adjourn at 7:15pm.  Ms. Kangley seconded.
