A meeting was held on September 21, 2011 at Chatham Acres.  The meeting opened at 6:05pm.  Members present were Patricia Dufour, Ann McLaughlin, Tom Denman, Monica Kangley, Jo Ann Ewing and Judie Bobbi.  
Minutes:  A motion was made by Ms. McLaughlin to accept the minutes of August 17th.  Ms. Kangley seconded.  Vote was unanimous.
Public Comments:  Two tenants requesting ramps to their apartments who currently have wooden ramps.  Board will discuss making a policy to address the issue at the next meeting after gathering information on who pays the cost and the legal liability.  
Bills and Communication:  
Grasshopper submitted a 2 year quote for snow removal for 2011-2013.  Ms. McLaughlin made a motion to accept the contract.  Ms. Ewing seconded.  Vote was unanimous.
Generator Repairs are in the process.  The Board also suggested obtaining a quote for a larger generator for Chatham Acres the may provide heat if necessary.  Ms. Bobbi will check with our generator service company.  
Millenium Water will need to repair the valve on the top of the filter tank.  Cost for labor is $110 plus parts.  They have not yet scheduled a date.  Flushing of the water lines at Chatham will take place on Tuesday, Sept. 27th.
FEMA meeting regarding damages from Irene was attended by Ms. Bobbi.  The damages form has been submitted.
Insurance incident report has been sent for the wind damage to “c” building at Chatham Acres.  The roof has been covered with a tarp by United Restoration and the adjusters have been out to inspect damages and give an estimate.
DECD informed the housing authorities that the RSC Grant will continue at the same rate as last year.
MATCH (smoke free housing) has a new coordinator from Newington Housing Authority.  The Board is interested in beginning a smoke free policy to take place in steps.
Municipal Employees Retirement System has sent rules regarding disabled retirees and rehiring of retired persons.
CHFA Supportive Housing information pertains to individuals or families in transitional housing, the homeless or those with mental illnesses.
Cash Report:  Ms. Bobbi presented the ban reconciliation for August 2011. Board reviewed and it will be filed for audit.
Old Business and New Business:
Bellwood Court has received 15 new refrigerators and Chatham Acres received 11.  We are still waiting for 13 more for Chatham Acres.
CHFA visited on 9/6/11 to do their yearly inspection.  Ten apartments were visited as well as inspection of grounds.
Tenant went out and purchased a generator to use in his apartment during the power outage without asking permission which is a lease violation.  Board has requested a letter be sent stating that this is not permissible.
Budget for 2012 is due the end of October.  The Board went into Executive Session to discuss employee compensation.  The following motion was made by Mr. Denman for employee compensations; RSC – 3%for 16 hours per week, F/T Maintenance – 3% for 35hours per week, Executive Director – 4%.  Also, the Board is allotting 10 hours per week for a P/T Maintenance @$15 per hour and 5 hours per week @$15 as needed. Ms. McLaughlin seconded.  Vote was unanimous.  Ms. Bobbi will incorporate the amounts into the proposed budget.
Ms. Bobbi reported that some residents are seeing people drive in late in the day or at night and dropping rubbish into our dumpster.  Board requested purchasing signs and perhaps a sensor light to defer violators.
Mr. Denman presented a check from the Lions Club for $500 to help with the cost of the proposed patios to be installed by Alex Roccapriore as an Eagle Scout Project.  Money will be deposited in Housing Authority account.
Ms. McLaughlin raised concerns as why the Housing Authority was kept out of the loop by the emergency preparation committee.  It was requested that a letter be written and sent to all the departments in town that were involved that the housing authority should be notified so that a representative could attend any such meetings.
A tenant has asked if she can cat sit for 10 days for a family member.  Board has denied the request as there is a no pet policy in effect.

RSC:
Ms. Brazal has been attending the CHOICES Training which will be finished Oct. 4th.  A flu clinic is being planned for Oct. 3rd and will also offer a pneumonia vaccine.  Angela DeLeon is looking at early November to come to meet with Police, Fire, Ambulance, Municipal Agent, Colchester Peoples Bank and our RSC regarding the Yellow Dot Training.  Medicare D enrollment begins Oct. 15th and ends Dec. 15th.  This is the only time seniors can change plans.  Ms. Brazal is waiting to hear about the energy assistance for our seniors.  Ms. Ewing noted that she has been told that applications for energy assistance t for electric heat are on hold right now.
Tenant Commissioner:
Ms. Kangley reported that the Bellwood residents have chosen a spot to place the community garden for next year.  It will be put outside the community room where the bushes have recently been removed.  Ms. Kangley also recommended that two new microwaves be purchased as the ones we currently have are old donations from previous tenants.  The Board agreed to have Ms. Bobbi look into purchasing them for a max of $200 each.  Ms. Kangley will ask the head of the Bellwood club to notify her of any concerns and she will bring them to housing meetings.
It has also been noted that some family members may be parking in h/c parking when visiting.  Notices will be made up that residents can put onto windshields of any car that is parked in tenant parking.

A motion was made by Ms. McLaughlin to adjourn at 8:10pm.  Ms. Kangley seconded.
