A meeting was held on July 20, 2011 at Chatham Acres.  The meeting opened at 6:03pm.  Members present were Patricia Dufour, Tom Denman, Monica Kangley, Jo Ann Ewing and Judie Bobbi.  Also present was RSC, Jodi Brazal and four residents of Bellwood Court.  Ann McLaughlin was absent.
Minutes:  A motion was made by Mr. Denman to approve the Minutes of June 15th.  Ms. Kangley seconded.  Vote was unanimous.
Public Comments:  Members of Bellwood Court had some questions and comments.  Ms. Gerzabek asked when the electric box covers that needed to be replaced would be done.  Ms. Bobbi will check into that with Sav-Mor.  Also, Mr. Robida asked that we look at the tubing and wires on the compressors in the upper apartments at Bellwood Court as they do not look right.  Also, there were questions about why we were putting the patio by the community room.  Some thought it should be put up in the back.  The Chairman explained that the purpose of putting the patio in that spot is to be able to have an outside area next to the community room for just sitting or picnics.  Residents wanted to know if we planned to put the heat pump in the community room at Bellwood Court.  Ms. Bobbi has requested a quote.
Bills and Communication:
MERS employer contribution will be raised to 11.56% beginning July 1st.
Comcast rates will be going up on the August bills 5% for our bulk rate.  It probably will not change what everyone is now paying as we had raised the rate $2 on May 1st.
Sav-Mor has presented us with two quotes for a service contract on the new heating system.  It would be done 2x a year.  The Board has tabled a decision on this for the time being.  We will see what other housing authorities are doing.
CL&P sent a Letter of Agreement to be signed on the Weatherization contract.  It included their share of the heat pumps, the weatherization of apartments and the list of new refrigerators that we had requested.  Ms. Bobbi noted that the agreement did not include replacing the fluorescent lights in the apartments.  Mr. Mack from CL&P said he would make an addendum to the contract for this.
The Conn-NAHRO Convention will be held on August 29th and 30th.   At this time Ms. Dufour, Ms. McLaughlin and Ms. Bobbi will be attending.  The payment for early bird registration is due before July 30th.       
The Consumer Confidence Reports for the water testing for 2010 have been completed and sent to the Department of Health and our local Health Director.  Also, copies have been posted on bulletin boards at both complexes.  
Cash Report:  
Bank Reconciliation was presented for May 2011 and June 2011 for Board Members to review.  The reports will be filed for audit.
Old Business and New Business:
Resolution 1-2011 was voted on to update the HUD income limits.  Ms. Ewing made the motion to accept.  Mr. Denman seconded.  Vote was unanimous.
Ms. Bobbi presented the June 30, 2011 Financial Statements to the Board for their review.
Ms. Bobbi report the Annual Audit has been completed.  The final audit report will be mailed.  There were no findings.
Patio work is on hold until the Boy Scout Council completes its review and signs off.  Mr. Denman noted that he has someone who will volunteer to do surface excavation if needed.  Ms. Bobbi will pass the information along and also note that a CBYD should go out to the utilities.
Mr. Denman noted that there were some items to address at Bellwood from the walk through by the Board.  Some of the trim beneath some of the doors need to be replaced.  At #24 the corner trim is rotted on the bottom.  Check to see if CL&P will paint their electric boxes that placed by certain apartments.  Get some quotes on curb repair where the plow has damaged them and paint new lines.

Ms. Brazal mentioned that it was brought up at the Council on Aging if the Housing Authority was going to install wireless so that some residents might be able to come to the community room with a lap top.  Also, Ms. Brazal has been asking if she may take resident’s photos to be placed in their file.  The Board suggested that she have the residents sign a release form for permission and keep it with the photo.  Ms. Brazal has also been working with the town on the Yellow Dot Program.  A new printer, keyboard and mouse have been replaced at Bellwood Court by Ms. Bobbi as the equipment was no longer working.
Tenant Commissioner:
Ms. Kangley asked if a spot for a community garden might be located at Bellwood Court; probably not this year but next.
She also requested that we put the screen back in the laundry room window that had been removed.

A motion was made by Ms. Kangley to adjourn at 8:55pm.  Ms. Ewing seconded.
