A meeting was held on May 12, 2011 at Bellwood Court.  The meeting opened at 6:02pm.  Members present were Patricia Dufour, Tom Denman, Ann McLaughlin, Jo Ann Ewing, Judie Bobbi and Jodi Brazal.  Some residents of the Bellwood Court community attended as well as Alex Roccapriore from Scout Troop 52 in Meriden.  Monica Kangley was absent.

Minutes:

A Motion was made by Ms. McLaughlin to approve the Minutes of April 20th.  Mr. Denman seconded.  Vote was unanimous.

Public Comments:

Alex Roccapriore submitted his presentation for an Eagle Scout project.  He would like to construct two patio areas; one at Bellwood Court and the other at Chatham Acres.  The Board will be in charge of choosing the color and size of the blocks to be used.  Each patio will be approximately 16’ x 25’.  Ms. McLaughlin stated this sounded like a good project and she made a motion to accept the proposal.  Mr. Denman seconded.  Vote was unanimous.

Ms. Nadeau, a resident, asked about the windows that are to be replaced.  Ms. Bobbi remarked that this is part of the weatherization program and we have to wait until CRT lets us know when the work will begin.  We don’t control the time frame.  Mr. Robley, a resident asked about the table replacement.  Ms. Bobbi is looking into what can be purchased from a retailer or constructed for us by the Department of Corrections that falls in the budgeted amount voted on last month. 

Bills and Communication:

Ms. Bobbi commented on the letter sent out to a resident of Bellwood Court regarding allowing a person to move in.  The person has left the apartment but Bellwood address is still listed on sex offender web site.  Mr. Denman stated that Ms. Bobbi should notify the tenant that she is to refuse any mail addressed to that person.

WPCA sent letter regarding a request to clear a manhole of debris at Chatham Acres.  Mr. Susco has requested that the Housing Authority reconstruct the invert to avoid future problems.

Cash Report:

Ms. Bobbi presented the April 2011 reconciliation for review.  The report will be filed for audit.

Old Business and New Business:

Weatherization was discussed during the public comments.

Table replacement was discussed during the public comments.

Manhole clean out was discussed with the WPCA letter.  However, Ms. Bobbi obtained a quote for $800 - $850 to have the manhole reconstructed.  The contractor will not begin for at least a month.  Tenants will be notified beforehand.  Mr. Denman made a motion to accept the quote for the manhole.  Ms. Ewing seconded.  Vote was unanimous.

Ms. Bobbi stated that some of the guardrails by the visitor parking were damaged during the winter and is in the process of getting some quotes.  Board members will be able to check the damage when a walk about takes place after the meeting.  Also, a resident requested us to look at the birch tree by the parking lot.

Tree removal is tentatively planned for a couple of weeks from now.

Congregate:  Ms. Brazal had information from a couple of RSC’s at the conference that the Housing Authority might want to ask State Sen. Edith Prague if she can provide any help.

RSC:

Ms. Brazal thanked the Housing Commissioners for allowing her to attend the conference in Maine.  She reported that she is also working with the TRIAD Commission regarding safety and the Yellow Dot program.

Two Mother’s Day Teas were held on May 11th and May 12th and everyone who attended had an enjoyable time.  The Girls Scouts came to Chatham Acres on May 1st to do manicures.  A future date will be proposed for Bellwood.  The Girl Scouts have also shown interest in doing a birthday party once a month at each project.  Ms. Brazal also talked about an intergenerational program.

Ms. Ewing was asked to give an update on the Senior Center.  Seniors may be displaced for 3 to 4 months and they are checking out various locations to hold activities.

Ms. McLaughlin made a motion to adjourn at 7pm.  Mr. Denman seconded.
