A meeting was held on February 16, 2011 at Bellwood Court.  The meeting opened at 12:02pm.  Members present were Patricia Dufour, Tom Denman, Ann McLaughlin, Jo Ann Ewing, Monica Kangley and Judie Bobbi.

Minutes:  A motion was made by Ms. McLaughlin to accept the minutes of January 19th.  Ms. Ewing seconded.  Vote was unanimous.

Bills and Communication:
Cl&P notice for discussion on energy related issues was to make us aware of the energy assistance program and let us know that they will come out to do presentations for our residents.  Ms. Bobbi noted that we have been aware of this.  Our residents signed up for energy assistance in September and we have taken advantage of the residents programs offered.
Housing Authority Insurance sent a quote for Property and Commercial Liability.
ZBA sent notification of variance request from property owner on Oak Knoll Rd to decrease the set back from 25’ to 231/2’.
State Treasurer’s Annual Conference will be held on March 24th.  More details will follow.
CHFA notice about webinar on 2/22/11 -  Ms. Bobbi will not participate as this is information that we receive at the Conn-nahro convention.
Millenium Water LLC sent a new contract for 2011.  The quarterly fee is going up to $1488 per quarter.  This is a raise of $188 per quarter.  Ms. McLaughlin made a motion to accept the new contract as our service has always been good.  Mr. Denman seconded.  Vote was unanimous.  Members were asked if they wanted to conduct the special test to check the well since there was a minor spill at the Nichols Bus Company.  DEP has told us the cleanup took place quickly and the soil had been removed.  The spill was estimated at 25 gallons.  The Board had decided to wait until spring or early June.
DAS – Doug Rinaldi who is the Workers Comp Program Manager and also is managing the Master Insurance program at DAS presented a brief overview of the program along with some quotes of the cost.  Board members will review the information to decide if they want to change from our current contract with Blumenthal and Donahue.  Mr. Rinaldi will contact the Housing Authority next week.

Cash Report:  
Ms. Bobbi presented the Checking Account reconciliation for January 2011.  Members reviewed the report and it will be filed for audit.

Old Business and New Business:
The Board conducted a brief discussion on the insurance contract.  All had been satisfied with the current contract.  The cost is very close between Blumenthal and Donahue and DAS.  The coverage for Public Officials Liab is $2,000,000 per authority; DAS $2,000,000 is aggregate among all authorities.  Policy is to be renewed for 03/01/11.  
MS Office 2010 cost for installing on the office computers is $499.  Ms. Bobbi reported the spyware/malware problem of the main computer at Chatham.  When it was repaired MS Office 2011 was put into it.  This means we may only need the one copy for Bellwood.  Board members agreed that both computers should have the 2010 program.  Ms. Bobbi will again check with Staples for the price of the one installation copy.
NERSC Conference – Jodi has applied for a scholarship to cover the cost of the conference.
FEMA – Ms. Bobbi has submitted the snow removal costs for January 11 and 12 to Mr. Hayden at the Public Works so it could be submitted.  The Town had already sent in their figures but Mr. Hayden will find out if they could be amended.
Wireless modem – Ms. Bobbi obtained estimate from AT&T.  It would cost about $100 for each office complex to install the wireless modem.  There is no guarantee that if a tenant had a computer in their apartment it would work off of our wireless connection.  AT& T mentioned it might if an individual has and expanded connection on their computer.
Vacancy - This vacancy will be filled as the next person on the list has accepted the apartment.
Zostavax – Ms. McLaughlin asked if our sign up has increased.  Ms. Bobbi noted that since the information about the vaccine had been made available and a local resident who is a nurse gave a presentation on it, the numbers have gone way up.  We hope to set up a time in March for the vaccine to be administered.  Ms. Bobbi has asked our RSC to get the necessary insurance information from those tenants that have signed up.
Ms. Ewing asked if we thought the Commission on Aging should send a letter of support to our state senator and rep.  Board agreed it would be a good idea but would like to first have State Senator Eileen Daily come to meet with the Board at her convenience.

A motion was made to adjourn at 1:30pm by Ms. Kangley.  Ms. Ewing seconded.
The meeting was reopened at 1:33pm since the Board needed to vote on the insurance coverage which is to begin on March 1, 2011.  Ms. McLaughlin made a motion to stay with Blumenthal & Donahue.  Ms. Ewing seconded.  Vote was unanimous.

A motion was made to adjourn at 1:36pm by Ms. McLaughlin.  Ms. Ewing seconded.
