A meeting was held on December 15, 2010 at Chatham Acres.  The meeting opened at 12:05pm.  Members present were Patricia Dufour, Tom Denman, Jo Ann Ewing, Ann McLaughlin, Monica Kangley, Jodi Brazal and Judie Bobbi.
Minutes:  
Ms. McLaughlin made a motion to accept the Minutes from November 16th.  Ms. Ewing seconded.  Vote was unanimous.
Bills and Communication:
IRS notification that as of Jan. 1, 2011, they will no longer accept the tax deposit coupons; everything is to be sent electronically.
Tax Assessors office sent estimate of land at Bellwood Court.
Cash Report:
Ms. Bobbi presented the Reconciliation Report for Citizen’ Bank checking for November 2010.  The report will be filed for audit.
Old Business and New Business:
Ms. Bobbi gave an update of the Weatherization Project (ARRA).  CRT, CLP, and DSS have all been out inspecting the buildings to decide what the scope of work will be.  We are looking at heat pumps for all apartments, refrigerators that are more than ten years old, possibly a few hot water heaters, repair any draft issues, repair a few window issues, replace lighting, etc.  A report will be sent when all the information has been compiled.  A few more residents will be looked at to see if they are eligible for Energy Assistance.  To date we are over the 66% we needed to be eligible for the program.
Ms. Bobbi presented a draft letter that the Housing Authority had requested to be sent to Ronald Christopher regarding the shrubs at the end of Christopher Rd.  Ms. McLaughlin made the motion the send the letter as is.  Mr. Denman seconded.  Vote was unanimous.
Ms. Bobbi presented the Addendum to the Fair Housing Policy in order to accept applications for 10 months out the year instead of the current six months.  We still maintain a wait list.
Vacancy:  There is one vacancy that will be filled in January.
Congregate:   Ms. McLaughlin asked Chairman Dufour if she has contacted Rep. Gail Hamm and State Sen. Eileen Daily.  Ms. Dufour stated she would take care of it before the next meeting.  If contact cannot be made before the meeting she will contact them in writing.
Ms. Ewing mentioned an issue has come up where seniors are being contacted by someone representing health insurance companies.  Seniors are being asked to change plans.  Ms. Ewing asked if we could post a notice letting our residents know that if they receive such a call to notify our office so that we may check into what the person is trying to sell.  
RSC:  Jodi presented the Housing Authority with two checks ($10 each) that individuals had given as a donation to be used for residents’ activity.  Jodi had also received about $50 donation from the Congregational Church members which she used to purchase items that were given out to the Cub Scout Pack 8 who sang carols at Bellwood Court and Chatham Acres on Dec. 11th.   Jodi will place some thank you notes in the Rivereast.
Tenant Commissioner:  Ms. Kangley mentioned that comments were made by some residents at Bellwood Court regarding the removal of the two religious objects.  Bellwood Christmas Party will be on Dec. 18th at 3pm.  Chatham Acres party will be held on Dec. 21st at 5pm.

Ms. Kangley made a motion to adjourn at 1:15pm.  Ms. Ewing seconded.
