A meeting was held on November 16, 2010 at Chatham Acres.  The meeting opened at 12:08pm.  Members present were Patricia Dufour, Tom Denman, Ann McLaughlin, Jo Ann Ewing, Monica Kangley and employees Judie Bobbi, Jodi Brazal and Dion Roccapriore.  About nine residents also attended.

Minutes:
A motion was made by Ms. McLaughlin to approve the minutes of October 20th.  Mr. Denman seconded.  Motion was unanimous.
Public Comments:
Residents from Bellwood Court wanted to present the Board with a petition that was posted in the community room regarding the difficulty in exiting Christopher Rd onto North Main St.  It concerns everyone of the danger of an accident due to the curve of the road and bushes on the corner property. The bushes are a legal distance back but still cause a blockage of view to the traffic coming from the north.  It was pointed out that the speed limit is only 30 mph but very few cars are traveling at that speed.  To obtain a good view of oncoming traffic you must pull quite a ways out into North Main.  The petition was signed by 90% of the residents and those who regularly come to Bellwood Court such as the mailman, home care providers, and water company contractor.  Ms. Bobbi noted that she had talked to Chief Reimondo about a mirror across the street which is not a possibility; but he was going to get back to the Housing Authority after talking to Public Works to see if Keith could suggest something.  Board Members suggested that a letter be sent to Ron Christopher, owner of the property, Town Council, Police Department and Public Works Department.
Bills and Communication:
Ms. Bobbi reported that she has updated the bookkeeping program to Quick Books 2011 which is necessary every two years.
Grasshopper Landscaping provided at quote for repair of the drain cover, the grading of the lawn and seeding after the maple tree has been removed.  Mr. Denman made a motion to accept the quote.  Ms. Ewing seconded.  Vote was unanimous.
CT Department of Revenue Services sent correspondence stating that beginning January 2011 all forms and payments should be electronically sent.  Ms. Bobbi noted that we have been sending everything to DRS since April 2010.
Bank of America has sent two checks totaling $92 for the accumulated points on our closed out credit card.  Ms. Bobbi has deposited this and suggested the Board could put this towards the resident’s holiday parties.
Ms. Bobbi gave Board Members a copy of the Annual Report from July 1, 2009 to June 30, 2010 requested by the Town.
Cash Report:
Ms. Bobbi presented the Reconciliation Report for October 2010.  Board Members reviewed the report and it will be filed for audit.
Old Business and New Business:
Members were given the 2011 meeting schedule.
A written Solicitation Policy has been composed and signed by the Chairman as per the request at the last meeting.  New signs have been received and are posted at each property.  Board Members requested that this be noted in the monthly newsletter that goes out to residents.
Weatherization update:  We are waiting for CRT to let us know when to expect the audit to begin.
Fair Housing Policy discussion on the time period for accepting applications needs to be checked out by Ms. Bobbi on whether an addendum can be added or if it is necessary for a new policy to written and then go through a new approval process.  Mr. Denman made the motion to write an addendum if approved by DECD and add to our current Fair Housing Policy.  Ms. Kangley seconded.   Vote was unanimous.
Congregate:  It was decided that Chairman Dufour will try to get Rep. Hamm and Senator Daily to come to our December or January meeting.  If those dates do not work an alternate time will be set.
Ms. McLaughlin noted an article in the Courant regarding housing rehab and additional apartments being done in West Hartford with loans and tax credits and grants.
Vacancy:  One tenant has left this month but the apartment will be filled with the next applicant.
Our RSC Ms. Brazal noted that the water plaques at Bellwood had been taken down.  Tenant Commissioner suggested that we put the plaques on the wall where a picture has been removed.
Also Ms. Brazal and Mr. Roccapriore commented that the area where the maple tree is being removed should be left with nothing for time being and wait till spring to see if we want anything put there.
Ms. Bobbi reported that Cub Scout Pack 8 will be doing the annual caroling at both projects on a Saturday afternoon.  We will provide hot chocolate and cookies.

Ms. McLaughlin made a motion to adjourn at 1:23pm.  Ms. Ewing seconded.
