A meeting was held on August 17, 2010 at Chatham Acres.  The meeting opened at 6pm.  Members present were Patricia Dufour, Ann McLaughlin, Monica Kangley and Judie Bobbi.  Jo Ann Ewing and Tom Denman were on vacation.
Minutes:  
Ms. McLaughlin made a motion to approve the Minutes of July 16th.  Ms. Kangley seconded.  Vote was unanimous.
Bills and Communication:
Chfa notification that all budgets with a January 1st date should be sent in by Oct 31st.  Ms. Bobbi recommended meet sometime in Sept. or the beginning of Oct.  to decide on any wage increases.
An email was sent to Mr. Hayden at the Public Works Dept. showing the problem of the water on Gov. Bill O’Neill Drive when it rains. No response has been received.
RSC letter of resignation has been received.  Ms. Bobbi stated that an ad in the Rivereast News Bulletin legals will appear 8/20 for five weeks.  A former RSC will help out for the month of September.
Citizens Bank delivered and application for credit card.  Ms. Bobbi also asked our rep from Citizens about transferring some funds from the checking to a savings.  Mr. Murphy suggested that a liquid plus account would be a good choice.  The interest rate is low but the same as the STIF account.  This account would enable us to transfer online back and forth between checking and savings the same day.  Ms Kangley made a motion to set up and approve the transfer of $60,000 to a liquid plus account.  Ms. McLaughlin seconded.  Vote was unanimous.
Cash Report:
The Citizens Bank Reconciliation Report for July was presented by Ms. Bobbi.  Members reviewed the report and it will be filed for audit.
Old Business and New Business:
Ms. Bobbi solicited a quote from Precision Drainage for the storm drain and tree at #16 Bellwood Court.  Precision Drain suggested either taking the tree down then repairing the storm drain or cutting the roots then repairing the drain.  No quote has been received yet.
Board members suggested calling Uconn Extension to see if they might advise us about that tree and the two ash trees at Bellwood Court.  Ms. Bobbi will try to find out if Uconn Extension is available for this.  Also, it may be necessary to contact another contractor since no quote has been sent yet.
The Audit Report has been received and a copy was distributed to the members present.  The two absent members can pick up the report at their convenience.  Ms. McLaughlin asked if members could read the report and discuss it at the next meeting.
Mr. Denman reported that the Lions Club has bought two CD Players to be used at each complex to listen to books on CD that the Library will provide.  The presentation will be made sometime next month.

Weatherization update:  CRT has received our list of tenants and have checked with CL&P to see how many are receiving energy assistance.  66% of residents must be in the program.  We are 10 or 11 short.  Applications are being sent out to those not in the program so that they can apply to see if they are eligible.  Hopefully we will make the percent needed.  
RFP:  We are holding off advertising for now since CRT would like to talk to us about our proposed project.
Ms. McLaughlin would like the Board to consider having more meetings at Bellwood Court next year.

Public Comments:
A resident has asked about parking spaces for those with no car.  She had an incident on a weekend that there was no parking in front of her apartment and her daughter had taken her shopping for groceries.  The resident has trouble walking any distance.  There are usually empty spaces near her apartment but they were taken up with visitor’s cars.  Ms. Bobbi said she would put a notice in the newsletter that all visitors should be parking in the visitor parking area unless picking someone up or dropping them off.  If this becomes a problem the resident should contact Ms. Bobbi so she can notify the offender.  There are signs posted that tell visitors that certain spaces are for tenants only.
Tenant Commissioner:
Ms. Kangley reported the trim on one of the front load washers at Bellwood Court has been damaged.  Ms. Kangley wondered if someone tried to open the door when it was running.  She notified the laundry service to come out and repair it.  Ms. Bobbi will put a note in the newsletter that when the front load washer is running, it cannot be opened.

Ms. Kangley made a motion to adjourn the meeting at 7pm.  Ms. McLaughlin seconded.
