A meeting was held on April 21, 2010 at Chatham Acres.  The meeting opened at 6:10pm.  Members present were Patricia Dufour, Ann McLaughlin, Monica Kangley, Tom Denman and Judie Bobbi.   Ms. Ewing was away.  A resident from Chatham Acres also attended.
Minutes:  Ms. McLaughlin asked the question regarding the vote on the carpet.  Mr. Denman had to leave early and the vote was 2 yes and 1 no.  Ms. McLaughlin wanted to know if it was legal with only 2 yes votes.  It was pointed out that as long as there was a quorum it did not matter how many yes votes.  Ms. McLaughlin made the motion to accept the Minutes.  Ms. Kangley seconded.  Vote was unanimous.
Bills and Communications:  
Citizens notified us that everything is set up for our new account.
We received two more refund checks from Housing Ins. Service for Commercial Property and RC Knox for Public Off. Liab.
Ms. Bobbi sent a letter to Mr. Hayden at the Public Works Dept regarding the sidewalk along Gov. Bill O’Neill Drive.  He left a message stating he will try to address the issue.
Cash Report:  Ms. Bobbi presented the bank reconciliation for March 2010.  The report will be filed for audit.
Old Business and New Business:  
Board members walked the Chatham Acres property prior to the meeting to check the outside of buildings and sidewalks.  The issue on the walk at the end of “D” building was looked at and discussed.  The concern the resident had is really on the church parking side.  Board noted some items that need attention.  They want to obtain some quotes on repairing or replacing sidewalks, fix the broken pipe connection on the street light by the dumpster, paint the firewalls, check shingles on “B” building, determine if the “gut” is totally our property and ask town about water that goes in and the drainage on Gov. Bill O’Neill Drive.
Ms. Bobbi reported that Steve from Grasshopper was willing to work out what we asked on the quote.  The contract has been signed for two years.
The request that Ms. Bobbi submitted asking for a waiver on the cost to the Housing Authority on the Weatherization Program, sponsored by DECD, has bee approved.
Ms. Bobbi presented the March 31, 2010 Quarterly Financial to the Board for review.
Ms. Bobbi gave Board members copies of RFPs that Guilford Housing has used in seeking a consultant.  Members will review and a workshop may be set.
Board would like Dion to make up a check list of what is done to an empty apartment and have the new tenant sign off on the check list before moving in.
There are currently no vacancies.
Ms. Bobbi mentioned that residents at Chatham want to purchase a wii to be used in the community room and she has told them it should not be left out when not in use and to have someone agree to be responsible for it until something could be worked out.  Two residents have given a donation to pay the cost of purchase.

Tenant Commissioner:  Ms. Kangley reported she had talked to maintenance about the concern for the roots by her apartment.
Public Comments:  None

The May 19th meeting will be held at Bellwood Court. Members should arrive at 5:30pm to do a walk about.

Ms. McLaughlin made a motion to adjourn at 7:20pm.  Mr. Denman seconded.
