A meeting was held on March 18, 2009 at Chatham Acres. The meeting opened at 6:40pm. Members present were Patricia Dufour, Monica Kangley, Jo Ann Ewing, Ann McLaughlin, Town Council liaison, Sue Weintraub and Judie Bobbi. Jeanne Hubbard has resigned.
Minutes: A motion was made by Ms. Kangley to approve the Minutes of February 18th. Ms. Bobbi noted a correction to be made. In the minutes the motion and approval of the January Cash Report was omitted. The motion was made by Ms. Hubbard and seconded by Ms. McLaughlin. The motion carried. Ms. Kangley’s motion to approve the Minutes with the correction was seconded by Ms. Ewing. The motion carried.
Bills and Communication:
Ms. Bobbi reported there will be a Fair Housing Training sponsored by ConnNAHRO on April 1st and she would like to attend. The cost is $50. Ms. McLaughlin made a motion to approve the cost. Ms. Ewing seconded. Motion carried.
The STIF Annual Meeting will be held on March 27th. Ms. Dufour and Ms. McLaughlin will attend.
Grasshopper Landscaping submitted his quote for the mowing which includes spring clean up of sand and debris and fall clean up. Ms. McLaughlin made a motion to approve the contract. Ms. Ewing seconded. Motion carried.
Bill Fairbarin from New Samaritan sent a copy of a survey that we may use for our congregate questionnaire. He will be attending a meeting in April at DECD regarding what funds may be available for projects and may be able to give us some information to use.
The new rate for Unemployment Compensation for the Housing Authority will be 2.2% for 2009
Municipal Employees Retirement Fund will be increasing the contribution rates for the employer and the employee beginning July 1, 2009. This is based on the economic situation we are in.
Cash Report:
Ms. Bobbi presented the Cash Report for February 2009. Ms. Ewing made a motion to accept the report. Ms. Kangley seconded. Motion carried.
Old Business and New Business:
Congregate Plans: Board will now decide how to proceed now that we have had three presentations from consultants. Ms. Weintraub suggested we send out RFPs and RFQs to the presenters to have them list projects they have recently been involved with that are similar to the Housing Authority proposed project along with certain questions. All agreed that the survey needs to be done now. Ms. Bobbi has made up a draft questionnaire for the Board to review. It will be enclosed with the minutes. The Board agreed to hold a workshop for the questionnaire on March 30th at 10am at Chatham Acres. Ms. Bobbi will contact Rivereast News Bulletin to find out what an insert would cost.
By-Laws: The Board reviewed Articles I and II and made a couple of minor changes. Ms. Bobbi will write up that portion with the changes. At each meeting the Board will try to address a portion of the By-Laws for any changes.
A motion was made by Ms. McLaughlin to adjourn at 7:50pm. Ms. Ewing seconded.
