A meeting was held on September 17, 2008 at Chatham Acres. The meeting opened at 6:45pm.
Members present were Patricia Dufour, Monica Kangley, Jo Ann Ewing, Jeanne Hubbard, Sue Weintraub and Judie Bobbi. There is one vacancy on the Housing Authority Board.
Minutes:
A motion was made to approve the Minutes of August 20th by Ms. Kangley. Ms. Hubbard seconded. Motion carried.
Bills and Communication:
A letter received from the Town Clerk regarding the posting of the minutes and the agendas for public meetings.
AARP is holding a seminar on Scams on September 24th at the Four Points Sheraton in Meriden from 8am to 11:30. Program is free.
Legal Services of Connecticut is holding a seminar on Poverty Law on October 23rd in Bridgeport from 9am to 1pm.
CHFA sent a notice regarding websites for energy information.
CT Housing Coalition emailed to ask if there were any further comments about the seminar.
Grant and Proposal Writing Workshop were emailed by Community Resource management. Cost is $24.95 to purchase the CD and workbook. The Board agreed it may be a useful tool to purchase.
Conn Nahro will present an educational session on “Housing Preservation” on November 18th at Mountain Ridge in Wallingford from 8am to 4pm. Cost is $99 per person.
Generator has been repaired and the bill has been sent from Northeast Generator.
Cash Report:
Ms. Bobbi presented the Cash Report for August. A motion was made by Ms. Ewing to approve the report. Ms. Hubbard seconded. Motion carried.
Old Business and New Business:
The new washers and dryers that are expected are on back order until Jan. 2009. Since the dryers are giving us trouble, MacGrey will install two temporary dryers until the new equipment is installed.
Ms. Bobbi met with Cheryl Good our Asset Manager at CHFA regarding the Capital Needs Report.
Ms. Ewing brought up a complaint from a resident at Bellwood about peeling paint on the metal doors. Many need painting. Ms. Bobbi asked the Board if they would like to contract out that job since we did not get to it during the spring or summer due to this year’s turnover and other work.
Ms. Ewing mentioned having a Commissioner’s Corner in the newsletter. Ms Bobbi noted that a couple of years ago Ms. Kangley requested a “Housing Notes” column which is in the newsletter. Any Board member may submit information for that with Laurie or Judie to place in the monthly newsletter.
Ms. Bobbi noted that letters are going out to Chatham Acres to notify about the $3 raise to the bulk cable.
Ms. Bobbi reported that the power washer has to be replaced and asked to replace it with a gas powered model.
A motion was made by Ms. Ewing to purchase a gas powered washer with a budget of no more than $400. Ms. Kangley seconded. Motion carried.
Budget 2009: Ms. Bobbi presented a proposed budget for 2009 for the Board to review. The Board approved the 3% raise for Executive Director and Full Time Maintenance that was submitted in the proposal.
After a discussion on the RSC Grant, a motion was made by Ms. Ewing to set the RSC Wage at $18.50 starting Oct. 1, 2008 and then in January 1, 2009 at $19.00 pending the employee service rating.
A motion was made to approve the 2009 Budget by Ms. Hubbard. Ms. Ewing seconded. Motion carried. Ms. Bobbi noted that this is also pending the approval of CHFA.
The next meeting of the Board will take place on October 15, 2008 at 6:30pm at Bellwood Court.
A motion to adjourn at 8:10pm was made by Ms. Kangley. Ms. Ewing seconded.
