Regular Meeting
September 14, 2009
“APPROVED MINUTES”

Present:  Chairman David Simko, Matthew Walton, Dr. Richard Brown, Dean Michelson and Richard Dufour

Others Present:  Deputy Chief Greg Voelker, Fire Marshal Phil Visintainer, Hunt Voelker, Rich Klotzbier, Marty Voelker

Chairman David Simko called the meeting to order at 7:00 p.m. at Company #1 on Barton Hill Road.

Approval of Minutes:  
 
A motion was made by Richard Dufour and seconded by Matthew Walton to accept the minutes of the August Annual and August Regular meeting minutes as presented. Vote 5-0 in favor.

Communications:  None.

Public Remarks:  None.

Fire Marshal Phil Visintainer’s Report: The Fire Marshal’s report is attached and made part of these minutes.

Fire Chief Chuck Stickler’s Report: The Chief’s report is attached and made part of these minutes.

Old Business:

Engine 2-12  – Chairman Simko met with Tony Flannery last Friday as well as today since we have gotten two different appraisals. Pierce came in at 237,000 with additional $16,000 if frame rails are needed. New England Appraisal came in at $210,000 with no mention of frame rails. Tony will be ready to ship the truck to Pierce next week. A discussion followed. Chairman Simko stated that the Finance Director needs a list of equipment that was on the engine and what needs to be tested and/or replaced. This equipment will be covered by insurance and will not have to come out of the Department’s budget.  

Chief’s Vehicle –Deputy Chief Voelker stated that the vehicle is in service and has gotten the graphics added.

R1 Supplement – Deputy Chief Voelker stated that the supplement is now is the States hands.

Budget – Chairman Simko stated that he has received an email from the Finance Director going over the new line-item codes. The Fire Department’s new line items will be added this week. The Board of Finance will take up the $2,000 additional appropriation at their September 21st meeting.

New Business:

Awards Program ReportChairman Simko showed the Commission the new awards program report and asked Rich Klotzbier to look into correcting the incident totals, but stated that the reports look great.

Standpipe/Dry Hydrant –Dean Michelson asked regarding the dry hydrant at Ridgeview off of White Birch and signage. The land owner has complained that kids are congregating around the area of the standpipe. The question was raised as to whether a chain and sign could be put across the entrance.   Matthew Walton inquired about the pipe at Cranberry Bog and whether anything is going to be done. After a brief discussion, the Commissioners asked that the pipe at the Cranberry Bog be tested and if necessary estimates be obtained to have the pipe repaired before the dam is brought back up. Chairman Simko asked how the hydrant at Terp Road is after the work was complete. A discussion was held.

Dive Training – Chairman Simko mentioned that the Middletown and Portland Fire Departments will be conducting dive training on September 26th. Anyone who would like to see the operation can go to Sears Park after 9:30 a.m. The dives will be land based and boat based grid searches. Diving should go into early afternoon.

Driver Training Class - Chairman Simko asked where the process stands for getting a driver training class for the membership.

Testing  for Truck Accident – Chairman Simko spoke to Chief Reimondo regarding the possible testing that could be given after an accident involving a town vehicle. According to Chief Reimondo there was no reason to administer testing. As for bringing in the Department of Transportation the Chief stated that because the driver admitted fault there was no need to bring them in. Matthew Walton wanted to know why the town doesn’t have a policy for testing after motor vehicle accidents

Driving Complaint – Chairman Simko received a complaint from Chief Reimondo regarding the driver of the Tanker responding to the Cobalt lodge incident. After a meeting with the Chiefs and Matthew Walton with regard to the incident and after reviewing the tapes and speaking to the person, a witness and the department engineer there was no reprimand. Chairman Simko will respond to Chief Reimondo thanking him for his report and letting him know that proper action was taken.

Announcements  - Safety Day will be October 3rd here at Company 1. Also the ladder truck will be attending the convention parade on September 20th

Purchases- Deputy Chief Voelker stated Chief Stickler would like to send out sets of gear to Trilex for gear cleaning from the line item 01220221-5590.

A motion was made by Richard Brown and seconded by Mattie Walton to enter into Executive Session for the purpose of a personnel issue at 8:30 p.m. Vote 5-0 in favor.  The Commission exited Executive Session at 8:40 p.m. No action taken.

A motion was made by Matthew and seconded by Dean Michelson to adjourn the regular meeting at 8:40p.m.  Vote 5-0 all in favor.
