BOARD OF FIRE COMMISSION
Regular Meeting
August 10, 2009
“APPROVED MINUTES”

Present:  Chairman David Simko, Matthew Walton, Dr. Richard Brown, Dean Michelson and Richard Dufour

Others Present:  Assistant Chief Steve Palmer, Deputy Chief Greg Voelker, Hunt Voelker, Ted Hintz (BOF), Rich Klotzbier, Kenny Royce, Marty Voelker and Joe Guest

Chairman David Simko called the meeting to order at 7:02 p.m. at Company #1 on Barton Hill Road.

Approval of Minutes:  
 
A motion was made by Richard Brown and seconded by Dean Michelson to accept the minutes of the July Regular meeting minutes as presented. Vote 4-0 in favor 1 abstention.

Communications:  None.

Public Remarks:  None.

Fire Marshal Phil Visintainer’s Report: The Fire Marshal’s report is attached and made part of these minutes.

Fire Chief Chuck Stickler’s Report: The Chief’s report is attached and made part of these minutes.

Old Business:

Vehicle – Chairman Simko will be going to the town hall to ask for the vehicles that still remain at the fire companies to be disposed of at auction or other type of sale. Ted Hintz mentioned that the Finance Director needs pictures and information on the vehicles in order to dispose of them.  

Chief’s Vehicle –Assistant Chief Palmer stated that the vehicle is in service and will be getting the graphic put on soon.

R1 Supplement – Assistant Chief Palmer stated that the R-1 Supplement has been completed and delivered, but not approved yet.

New Business:

Engine 2-12  – Marty Voelker received a quote from Pierce after a representative surveyed the vehicle and estimated that to repair to the vehicle would be $255,000 with frame rails which would not include other repairs that may need to be done. The company is now looking to see if the frame rails are available. The timeframe is anywhere from 3 months out if the insurance company decides to repair vs. total the truck. An adjuster from the insurance company has come down and looked at the truck and at this point there is no new information from them. A discussion followed.

Rescue 2-12  – Rich Dufour asked how the repairs are coming. Marty Voelker said the repairs are in the process of being completed. A lot of time has been taken up with Engine 2-12.

Budget –Chairman Simko stated that he will be at tomorrow nights Town Council meeting where the Fire Departments budget will be presented. Chairman Simko reviewed the changes in coding and new line items in this year’s budget. A brief discussion followed.

VFIS – Assistant Chief Palmer mentioned that Chief Stickler in the process of talking to Jeff from VFIS to set up an emergency operations class which the membership will participate.

Truck Accident – Chairman Simko reviewed the reprimand that has been put forth on Marty Swan after the accident. Chairman Simko will be following up with Chief Stickler. Dean Michelson asked how the Chiefs derived at the punishments and will this be the set of standards for this type of accident going forward. Also, has an independent mechanic come down to inspect the truck to see if anything was wrong with the vehicle?  Matthew Walton suggested that a critique of the accident be done and policies and procedures be revised and/or written. Chairman Simko will call Keith Hayden regarding what testing should be done to the vehicle and check with the town to what policies are in place for drug and alcohol and what should be followed.  

A motion was made by Matthew Walton and seconded by Dean Michelson for the Chief to investigate a driver training class and come back to the Commission with a cost by the next meeting. Vote 5-0 in favor

A motion was made by Richard Dufour and seconded by Richard Brown to approve the purchases as presented. Vote 5-0 in favor.

A motion was made by Richard Dufour and seconded by Richard Brown to adjourn the regular meeting at 8:35p.m.  Vote 5-0 all in favor.
