10/16/2008 Facilities Implementation Minutes
Facilities Implementation Task Force
October 16, 2008
Town Hall Meeting Room
Minutes

Present:  Mike Vasquenza, Dr. Golden, Sue Weintraub, Melissa Engel, Jeff O’Keefe, Jeff Jylkka, Frank Grzyb, Ted Hintz.  John Tuttle was there via conferencing call.  Special Guest Brian Solywoda from Friar and Associates.

Brian presented broad brush estimates of the three phases of the project we asked him to discuss.  (you have copies).  Each of the three parts of the project were discussed individually and then as a whole. The estimated cost is $35 million including the expected state reimbursements for the education projects.

By consensus the group agreed the priorities should be as follows:
1)      The addition to the Memorial School to house the new Center School
2)      Simultaneously, the renovation of the Center School for a new Town Hall and the renovation of the high school to include a science lab wing and infrastructure for computer technology.

Additional “wish list” items include: a boiler, new windows and bleacher seat repairs at the high school, a new oil tank at Memorial School and perhaps additional sport fields.  Again, by consensus it was agreed we would not add those to the mix in an effort to keep the project fiscally realistic.

Tentative schedule for a referendum (pending all kinds of things) would be late Spring 2009.

Brian will return Thursday Nov. 13 with a comprehensive plan and funding estimate for the New Center School.  He noted there is a June 31st filing date with the state for reimbursement which takes about one year to receive.  He will return on separate dates to discuss the same with the two additional phases of the project.

Brian’s cost to produce final plans for all three phases of the project is $45,000.  The Board of Education will provide that money from their surplus.  The remaining $60,000 balance due Friar will be taken into consideration by the Board of Finance at their Monday meeting.

Contributing factors also discussed were the Memorial School roof, the securing of a town wide water source and a new senior/community center.

The next meeting will be Thursday October 23, 2008 at 8 a.m.

The meeting concluded at 9:10 a.m.

Respectfully submitted,
Melissa Engel
