Ethics Commission Regular Meeting
Wednesday, January 21, 2009 – 6:30pm
Town Hall Meeting Room

Minutes

Present:  Chairman James Scroggins; Members Mary Carter, David Gizewicz, Robert Kilpatrick and James Valad; Alternates John McBrearty and Mila Smith; Recording Secretary Cathy Sirois.

Call to order and Pledge of Allegiance:  Chairman Scroggins called the meeting to order at 6:30 p.m.  All stood to recite the Pledge of Allegiance.  
Mr. Scroggins welcomed Mr. Kilpatrick and Mr. Valad to the Commission.  Each member provided an overview of their background.

Approval of Minutes:
A motion was made by Ms. Carter, seconded by Mr. Gizewicz, to approve the November 19, 2008 Regular Meeting minutes as written.  Voted (5-0-2) Mr. Kilpatrick and Mr. Valad abstained as they are new members and were not present at the last meeting.

Chairman’s Communications:
Mr. Scroggins reviewed the Functional Assessment of Boards and Commissions.  He had a phone interview with the consultant from Eckman Consulting.  

Review of Town Ordinance/Discussion of Administrative Procedures:
The terms for three of the full members and one alternate member are up at the end of April. Applications will need to be resubmitted for those that are interested in being reappointed with the exception of Mr. Kilpatrick who was appointed for a short term.  Mr. Gizewicz and Ms. Smith noted that they are interested in being reappointed.  Ms. Carter noted that she will be moving in the near future and will not seek reappointment.

Mr. Kilpatrick notified the Commission that he is a notary.

The appointment of Chairman and Vice Chairman will be put on hold until May when appointments and reappointments are completed.

There will be no February meeting unless a complaint is received.  The next meeting is tentatively scheduled for March.

Adjournment:  
A motion was made by Mr. McBrearty, seconded by Ms. Smith, to adjourn the meeting at 7:20 p.m.  Voted (7-0).
