Town of East Hampton
Design Review Board Regular Meeting
March 11, 2009 – 7:00 p.m.

Minutes

Present:        Scott Hill; Kevin Burnham; Diana Marsha; Mary Ann Ciriello (left 8:00 p.m.); Mark Sawyer; Jeff O’Keefe, Town Manager; Jim Carey, Administrator, Planning, Zoning & Building; and Lori Lanzi, Recording Secretary
Absent: Gary Hall

Audience:       George Mantikas, Robert Lohrmann, Associated Architects, Farmington, Four (4) East Hampton High School students

1.  Call to Order: ~Chairman Scott Hill called the Design Review Board meeting to order at 7:00 p.m.

2.  Seating of Alternate(s): Mary Ann Ciriello was seated

3.  Approval of minutes:  The minutes from the January 14, 2009 regular meeting have not been reviewed.~ Scott Hill made a motion to table the approval of the January 14, 2009 minutes.~ Kevin Burnham seconded the motion.~ Vote:~ Yes – 5; No – 0; Abstain – 0.~ Motion passed.

4.  Communications and Public Comment:  None

5.  Plan Reviews:
A.  Revisions:  Mantikas Office Building:  Jim Carey informed the board Mr. George Mantikas is submitting a revision to his original plans due to economic times.  Mr. Mantikas has retained Robert Lohrmann, Associated Architects, Farmington, to revise building.  Mr. Lohrmann shared the revised plans with the board.  The new building will be one story instead of two stories with 33 parking spaces.  The board reviewed the plan and had no comments.

6.  Continued Plan Reviews:  None

7.  Old Business:       
A.  Streetscape Committee:  Jeff O’Keefe informed the board that he needed them and the Streetscape Committee to decide on lighting as soon as possible.  Jeff O’Keefe would like the board to stick with a full cut off when making their decision.  The board found a light fixture they like, but it is not a full cut off.  Scott Hill is going to see if he can find this fixture in a full cut off

B.  Main Street Bridge Update:  Jeff O’Keefe said the town has decided to wait until the bridge is paved to open due to safety concerns.

C.  DRB Guidelines Update:  DRB Guidelines where presented to the P&Z board and Scott Hill gave an update on this.  P&Z acknowledges DRB provides an important function.  

8.  New Business:
A.  DRB Guidelines & The Road Ahead:  Jeff O’Keefe fully endorses the DRB Guidelines.  Planning and Zoning needs to adopt them then the Town Council.  A new committee called Development Review is being formed.  Jeff O’Keefe asked to have a DRB committee member assigned to this new committee.  The committee will be made up of members from various boards already in existence.

B.  DRB Guidelines - Planting Guidelines:  Mark Sawyer is writing up guidelines for planting.  The committee discussed what the guidelines should contain (i.e. types of flowers, shrubs, trees and why).  Mark Sawyer will bring back an outline to the committee members.

C.  DRB Guidelines – Planning Presentation to All Boards:  The DRB Committee will bring copies of the DRB Guidelines they have developed to the Motherboard Meeting on March 31, 2009 and distribute a copy to attending boards.  It is expected the Chairperson of all land use boards will be present along with all others who wish to attend.  They will inform the other boards the P&Z has already reviewed the guidelines.  Diana Marsh will ask Kamey to make copies for distribution.

D.  Discussion:  Consolidation of DRB and Streetscape Committee:  The board discussed consolidating these two committees.  The board’s consensus was this would be a good move.  Jeff O’Keefe is in favor of this consolidation. Scott Hill will discuss consolidation with the Streetscape Committee.

E.  Developing a Developer Checklist:  This checklist has been developed by the Conservation Commission.  The commission would like to see this checklist become part of the land use application process.  Each board member has a section to review on the checklist and provide feedback.

9.  Adjournment:  Chairman Scott Hill moved to adjourn the DRB meeting at 8:55 p.m. ~Motion was seconded by Kevin Burnham.~ Motion passed unanimously.
