Minutes of Meeting of January 25, 2006
Members Present: Paul Anderson, Tom Davis, Mark Livings, Reggie Bancroft, Jim Barton
(Alternate) and Ed Farrell (Alternate).
Members Absent: Dave Tyler
Others Present: WPCA Chief Operator Ed Alibozek; WPCA Attorney Vincent Purnhagen;
Board of Selectman representative Ed Filipone, Noreen Farmer and
Recording Secretary Laura Michael.
Time and Place
Paul Anderson, Chairman, called the meeting to order at 7:00 p.m. at the East Windsor WPCA
Administration Building.
I. Designate Alternate to Sit for Absent Member
Ed Farrell was designated to vote for absent member Dave Tyler.
II. Acceptance of Minutes of November 30, 2005
Motion: To accept the minutes of November 30, 2005.

III. Payment of Bills
The January 25, 2006 bill sheet was unavailable for the meeting. When the bill sheet is
available, it will be sent to the Board Members. If any members have questions about the bill
sheet, they can call the WPCA office or ask at the next scheduled meeting in February.

V. Receipt of Applications
WPCA Attorney Vincent Purnhagen arrived at this time
M&L Development, Mason’s Brook, 94 So Main St
Mr. Alibozek explained that this application is for 18 condo units. The plans have been revised to
add the core and boot. Everything is ok with the application and plans. Mr. Alibozek showed the
plans to the Board. Mr. Farrell asked if the sewers on Rt. 5 ran along the same side as this
project? Mr. Alibozek checked the plans and replied that they were on the same.

NNRC LLC, 47 Gardner St & 100 Bridge St
Mr. Alibozek explained that this is a new office building. He showed the plans to the Board. It is
a two-story office building for Geissler’s Supermarket. Town Engineer Len Norton is ok with the
plans.
Motion: To accept the application of NNRC LLC, 47 Gardner St & 100 Bridge St.

Wagner Terrace, Phase I, Wagner Lane
Mr. Alibozek explained that corrected plans were submitted and this application was being added
to the agenda. The application is for 12 condo units; the corrected plans added the sewer
profiles. Town Engineer Len Norton has accepted the new plans.

Attorney Purnhagen had nothing to report on the Force Main Policy. There is a draft, but it is not

Attorney Purnhagen distributed a memo from East Windsor Town Planner, Laurie Whitten.

Motion: To suspend the regular meeting for the purpose of holding the public hearing
scheduled at 7:30 p.m.

VIII. Public Hearing Scheduled at 7:30 p.m.
Motion: To open the public hearing as published in the legal notice for Manarite, 50
Scantic Rd. through Mannette, 23 Old Ellington Rd.

There was no one present for Manarite, 50 Scantic Rd. Mr. Alibozek stated that this is a new
single-family residential property and the FCC has been paid in full.
There was no one present for Coleman Farms East Windsor LLC, 7 Skyline View Rd. Mr. Alibozek
stated that this is a new unit in an active adult community and one-half of the FCC has been
paid.
There was no one present for Manarite, 23 Old Ellington Rd. Mr. Alibozek stated that this is a
new single-family residential property and one-half the FCC has been paid.
Motion: To close the public hearing for Manarite, 50 Scantic Rd. through Mannette, 23
Old Ellington Rd.

Sewer Service Area – Discussion Continued
Laurie Whitten, Town of East Windsor Planner, sent a memo to Town Attorney, Steve Penney
and WPCA Attorney, Hal Cummings requesting clarification of the use of the sewer service area
map.
Attorney Purnhagen explained that the origination of the map was developed as a guidance tool
for the sizing of the treatment plant 15+ years ago. Things have changed since then; the plant
is operating at less than 50% capacity. Large commercial users have left the Town and
companies have become more efficient, using less water. The WPCA never adopted the sewer
service/sewer avoidance area map as a regulation. It was voted on at a Town Meeting and it is
up to the Town to utilize the map if it chooses.
Mr. Alibozek explained that when the plant was built in 1995, it was built to handle 2.4 million
gallons per day. The current use is about 1.1 million gallons per day.
When the WPCA receives an application, the Board looks at the technical aspects of the plans
and whether the plant has capacity for the project. The sewer service area map is a planning
tool. PZC can use the map to approve/deny an application if they choose. It is a Town approved
map, not a WPCA approved map.

Attorney Purnhagen will draft a response to Town Planner Whitten’s memo and call Chairman
Anderson for approval.
IX. Action on Facility Connection Charges
Motion: To impose the Facility Connection Charges as published for Manarite, 50 Scantic
Rd through Mannette, 23 Old Ellington Rd.

XI. New Business
Superintendent’s Report
Mr. Alibozek stated that he and Mr. Leslie would like to give a Mark Smyka a raise. He has
worked for the WPCA for 9 years and since Frank Wallis retired he has taken on more
responsibilities. Mr. Alibozek feels that the increase is well deserved.
Motion: To increase Mark Smyka’s rate of pay as recommended by Mr. Leslie, WPCA
Superintendent and Mr. Alibozek, WPCA Chief Operator.

Newberry Rd Assessments
Mr. Alibozek reported that Mr. Leslie suggested forming a subcommittee for the Newberry Rd
Assessments. Mr. Livings and Mr. Bancroft volunteered for the committee.
Prospect Hill Rd Assessment
Mr. Alibozek reported that Mr. Leslie would like to clean these up. There are no gray areas; the
sewer runs directly in front of the properties.
Negotiation of Union Contract
Mr. Alibozek reported that a subcommittee would be needed for the contract negotiation. Mr.
Davis, Mr. Livings, and Mr. Farrell volunteered to serve on the committee.
Chairman Anderson distributed a copy of a letter printed in the Journal Inquirer regarding the
North Rd Sewers. The information in the letter is incorrect; Mr. Anderson will write a letter to the
Journal Inquirer in response.
