INLAND WETLAND CONSERVATION COMMISSION
REGULAR MEETING MINUTES
October 4, 2006

I.      CALL TO ORDER
Ms. Kehoe called the meeting to order at 7:30 pm. at the East Windsor Town Hall Rye Street.  
II.     ESTABLISHMENT OF QUORUM
Present:  Linda Kehoe, Chairman, Richard Osborn, Michael Koczera (arrived at 7:55 p.m.) and alternate Janice Warren.  
Also Present:  Nancy Rudek,  Assistant Town Planner, Zoning Enforcement Officer

III   AGENDA ADDITIONS  
MOTION: To add the following agenda item, Receipt of Applications:  A. 221 North Road.; and Miscellaneous:  Discussion on Connecticut River Assembly
                Made by Mr. Osborn, seconded by Ms. Warren
ALL MEMBERS IN FAVOR.  MOTION CARRIED.

IV.  APPROVAL OF MINUTES – (9/6/06)

Motion: To approve the regular meeting minutes of September 6, 2006, as submitted,
                        Made by Mr. Koczera, seconded by Mr. Osborn
ALL MEMBERS IN FAVOR.  MOTION CARRIED.

·       Len Norton – Discussion of Maintenance Schedules for Drainage Systems    

Mr. Norton was asked to return to a future meeting because upon calling the meeting to order there was not a quorum.  This is a presentation that should be heard by most, if not all, of the Commission.

V.    PUBLIC HEARINGS  (on Inland Wetland applications)

        A.  East Windsor Inland Wetland & Watercourse Regulations – Proposed amendments to the Inland Wetland regulations.

MOTION: To open the public hearing at 8:00 pm.
                Made by Mr. Koczera, seconded by Mr. Osborn
ALL MEMBERS IN FAVOR.  MOTION CARRIED.

No members of the public were present.  It was felt that this public hearing should be continued to the November meeting, not only because there were no members of the public present to provide input, but also due to the fact that the Commission felt it was important to have more members present for the discussion.

MOTION: To continue the public hearing to the next meeting.
                Made by Mr. Koczera, seconded by Mr. Osborn.

VI.  CONTINUED APPLICATIONS OR BUSINESS   -  NONE  

      *  Inland Wetland Permit to Conduct Regulated Uses             
 
 VII.  RECEIPT OF APPLICATIONS   
                                                                                                                                                       
*  Amendment/Extension of Existing Permit   

A.      4 Brook Wood Court – Amendment to Inland Wetland Permit # 1304, due to relocation of proposed house, in regulated area.

Discussion on this issue took place before a quorum was established as one member was arriving later.  The owners came in to discuss the concept of “flipping” the house on the plans.  It was determined this item was appropriate for an agent decision.  It was understood that plans will be drawn up showing the owner’s intent and Ms. Rudek is to be called when E&S controls are up.
Upon reaching a quorum and discussing same the following motion was made:

MOTION: To allow that the Amendment to Inland Wetland Permit #1304 be an Agent Decision as discussed.
                        Made by Mr. Koczera, seconded by Mr. Osborn

(ADDED AGENDA ITEM)
A.      221 North Road – Application of James and Rebecca Strempher to conduct regulated activities associated with the construction of a single family home and horse barn.  Total parcel is 13/933 acres (with 7.09 acres in East Windsor), served by private well and septic system.

MOTION: To receive the application for 221 North Road.
                Made by Mr. Koczera, seconded by Mr. Osborn
ALL MEMBERS IN FAVOR.  MOTION CARRIED.
 
VIII.   MISCELLANEOUS

A.      Connecticut River Assembly – Ms. Kehoe received information from the First Selectmen.  She was asked if the Commission felt the town needed the services of the River Assembly and if the membership should be kept active.   The Commission felt they could answer this question after discussing the Connecticut River Assembly’s recent and/or ongoing activities with one of the Town’s members, Joseph Roberts or alternate, Mark Gudzunas.    Mr. Osborn will follow up with one of these individuals and provide information to the First Selectman.  Mr. Osborn will report back to the Commission on this subject at a future meeting.
           
IX.    AGENT DECISIONS   

A.      84 Newberry Road – Construction of a 24’ x 40’ steel building and 40’ x 40’ gravel parking area for Contractor’s/Landscaping storage yard.                              

Ms. Rudek discussed this construction on a flat parcel.  The building will house landscaping equipment inside. She will inquire regarding the status of chemical storage in relation to this location and report back to the Commission.

XI.     STATUS REPORTS   

·       46 Newberry Road – There are no wetland issues at this site.  The site plan will be updated soon for the file.
·       ____ Mahoney Road (North Side) – Ms. Rudek will investigate the new piles that can be seen in the back to determine if they are part of the former plan.   She will report back to the Commission.
                                      
XII.    CONFERENCES/SEMINARS/TRAINING

The following items were briefly discussed and for the Commission’s information.

A.      Training Program – 2006 Municipal Inland Wetland Commissioners Training Program Segment III  (Fee of $55.00)
·       One person can attend this free -  Janice Warren indicated she was interested.
      
         B.  CACIWC Annual MeetingNovember 4, 2006  (fee $40.00 per person)

        C.  Hockanum River Workshop – October 23, 2006
              (5:30 p.m. Tolland Agricultural Center, Vernon, CT)
·       This workshop is not specific to East Windsor, but if a member wishes to attend, they are welcome to do so.
