Chairman Linda Kehoe called the regular meeting to order at 7:36 p.m. at the East Windsor Town Hall, 11 Rye Street, Broad Brook, CT.

Also present was Nancy J. Rudek, Zoning/Wetland Enforcement Official.
It was noted that Janice Warren who is an alternate will be voting on all issues.

Inland Wetland Permit to Conduct Regulated Uses
216 South Main Street – Continued application of John Silva to conduct regulated activities
associated with the construction of a 2,148 s.f. building and parking lot. Total parcel is 1.18
acres served by public water and sewer. (65 day application period ends 8/11/06).
Tim Coon of J.R. Russo & Assoc. was present representing John Silva. The site at 216 South Main Street is a 1.1. acre parcel, the north end of a larger 9-10 acre parcel and by Bridge Street. , abutted to the North by Mountain and South by Baggott Nursery. Mr. Coon gave details of the parcel. Some slopes on the back of the property marked by Michael Gragnolati, soil scientist, delineated wetland boundaries, will have 4 catch basins to divert runoff to pipe to maintain at the bottom of the hill, and will put in slash pad at the base of slope of wetland. Runoff reducing flow, minimizing impact of slope. Rip Rap swale in back of property to collect surface runoff, will run pipe through that runoff.
A memo was received from Len Norton, which addressed the Town Engineer’s comments. In prior discussions from 2002, looking for a berm or barrier to keep farm vehicles from the slopes. Can put in pipe without disturbing the vegetation.
The parking shows 3 extra spots compared to Route 140. There was a question raised if 3 spots could be pulled out to bring the slope down. Would propose it as deferred parking to Planning & Zoning in case there is not enough parking as required.
There were some issues on the last facility put in on route 140. Put in place that Agent signs off that E&S controls are in, can not get a permit until all E&S controls are met. No matter who the contractor is.
Questions were raised on the maintenance of the filtration system. A maintenance schedule appears on the model. Normal cleaning is usually 2 times a year, minimum 1 time a year, depending on the load they receive. Maintenance is the property owner’s responsibility. Would suggest that they perform a minimum cleaning of 2 times a year, once in the fall and once in the spring. Would be dependent on the system manufacturer requirements to determine a time of year to clean.

Discussion: Add conditions on the cleaning. Cleaning 1) inspect and sign off on SNE controls 2) recommend minimum annual cleaning. 3) options of deferred parking. The option of the 3 spaces defer if maintenance and cleaning be performed by manufacturer standards or at least 2x a year, early fall and early spring.
Modify the Motion to include inspection and maintenance recommended by manufacturer.
MOTION (MODIFIED): To approve the application for 216 South Main Street under the following conditions:
To be noted on plan: Property owner shall be responsible for maintenance of storm water treatment unit (Stormcepter Model 450 or equal) in accordance with the manufacturer’s recommendations. At a minimum, owner shall inspect the unit once in April and once in October. Unit shall be cleaned a minimum of once per year and more frequently if necessary. Inspection and cleaning reports shall be submitted to the Town of East Windsor Planning Department annually.
Installation of Erosion and Sedimentation controls to be completed prior to the issuance of a Zoning Permit.
The three parking spaces at the rear of the property to be eliminated if remaining parking space requirements are met to the satisfaction of the Planning & Zoning Commission.
RECEIPT OF APPLICATIONS
Inland Wetland Permit To Conduct Regulated Uses
Greenwoods Lane (Greenwoods Condos) – Application of Connecticut Property Engineering
to conduct regulated activities associated with the installation of a new culvert and cleaning of the
stream channel.
Tim Wenzel, CT Property Engineering gave an explanation of flooding problems at the condo’s and proposed an additional 30-inch culvert to increase capacity, thereby alleviating flooding. The drainage is slightly greater than the existing culvert can handle. Would clean the stream of fallen trees and sediment to help the flow. Comments were received by the Town Engineer dated 6/28/06. The sandbags will be eliminated, were put there to attempt to help the flooding. Will provide a more detailed map with the area blown up.
MOTION: To accept receipt of the application for Greenwood Village Homeowners Association continued to the August 2nd meeting.

MISCELLANEOUS
43 North Road (rear parcel 67 acres) – pre-application meeting to discuss proposed industrial use.
Michael Weinzimmer of Folsom Construction discussed the feasibility of development on the back lot on Route 140. It has a Right Of Way, which crosses an intermittent stream. Mr. Weinzimmer showed a plant/property survey and wetlands boundaries. They are looking into purchasing the property and wanted feedback on their proposed use of the property. They are looking into different options. Using a portion of the land for their construction company and then possibly subdividing the remaining land. Also looking at possibly a special permit for volume reduction facility, crushing, to store material, etc.
Inland Wetland By-Laws – Review Revisions
On page 6, 9.1, flip number 3 & 4. Some questions of putting into by-laws.

The Chairman highlighted new regulations, specific changes and regulated activity.
Review of Commissioner’s Training Program – Segment II, (By Chairman)
The Chairman highlighted items from her attendance at Segment II – Training Program. It included disqualification of members of boards and specific justifications for conflicts of interest.
Natural Resource Protection Committee (NRPC) – Update
Is asking for term renewed for 18 months, since Charter Revision is not complete.
Training DVD
DVD wouldn’t play after chapter 8 or 9, tried on 2 DVD’s. May be a problem with the DVD, will try it on someone else’s DVD and go from there.

Windsorville Pond Dam –
The State is taking authority over the project for construction of the Dam. Mike Sawka had property damage 2 times from the rain and the sandbags washed away.
