TOWN OF EAST WINDSOR – ZONING BOARD OF APPEALS
MINUTES OF REGULAR MEETING
FEBRUARY 6, 2006
The East Windsor Zoning Board of Appeals held a Regular Meeting on Monday, February 6, 2006 at the East Windsor Town Hall, 11 Rye Street, Broad Brook, Connecticut. The following members were present: Regular Members Cliff Nelson and Stan Paleski; and Alternate Members Tom Arcari, Tom Gudzunas and Dan Leone. Nancy Rudek, Zoning Enforcement Official, was also present.
The meeting was called to order at 7:30 p.m. by Acting Chairman Cliff Nelson. Mr. Nelson noted that a quorum was established as two regular members and three alternates were present. Mr. Paleski read the Legal Notice as it appeared in publication.
NEW HEARING:
ZBA #2006-01 Application of Loretta Stankiewicz for an appeal of the Zoning Enforcement Official decision regarding Cease & Desist Order issued for 177 Windsorville Road [R-3 zone; Map 36, Block 60, Lot 19A]
Ms. Stankiewicz came forward, along with her son. Dan Stankiewicz. Mr. Nelson noted that each of the Board members has received a letter from Ms. Stankiewicz (dated January 31, 2006), a copy of which is in her ZBA file. Ms. Stankiewicz said that she has lived in her trailer for over 25 years which she felt was fine and had no reason to think otherwise. Mr. Nelson referred to her letter which stated that a CO was given in 1979 or 1980. He noted that in the file it indicates that a zoning permit and CO were issued to Ryan Norton for a tobacco shed on 7/1/03. Ms. Rudek explained that there are no other permits or CO’s in the zoning file. She said she checked with the Building Department and they only have a permit for the tobacco shed and no
record of issuing a CO on the trailer. Ms. Stankiewicz said she had the papers at home but was unable to find them.
There was some question as to what electrical permits had been taken out for this property. Mr. Nelson said he would like to research this further to determine exactly what was done on the property. Mr. Nelson felt this should be postponed until the next meeting. He said he would like to have the Building Inspector at the next meeting to help clarify things.
MOTION: To table ZBA #2006-01 until the next meeting to give the applicant time to produce
the necessary papers and so that we can contact the Building Inspector to either respond by letter or attend the next meeting.
Leone / Gudzunas / Unanimous
ELECTION OF OFFICERS:
MOTION: To postpone election of officers until the next meeting.
