Volunteer Incentive Committee
Meeting Minutes – Dec. 10, 2007
Present: Dave Lockwood, Cal Meyers, Mike Balf, Ron Masters, Dan Schnobrich, Gil Hayes
The meeting was called to order at 7:15 pm. Minutes of the Oct. 29. 07 meeting were reviewed. A motion was made and seconded and approved. (D. Lockwood, M. Balf) to accept the minutes.
Incentive program expenditures after the previous 3 ½ years were reviewed by the committee. The data shows a slight decline in total expenditures since the new program began in the 04/05 fiscal year.
The chiefs reported that things at both departments are tight with numbers of department volunteers down from previous years. Both departments now have a volunteer duty officer who is available during the over night hours.
Dave Lockwood provided the committee with a summary of incentive plans from Ellington, Vernon and Windsor Locks departments. The committee feels that the E. W. incentive program has to be improved to retain the current personnel. Some suggestions were:
· Property tax relief for volunteers.
· Lump sum payment in lieu of property tax relief.
· Increasing the incentive pay per emergency call.
The committee will review the budget impact of these suggestions and make a recommendation to the Board of Selectmen at our next meeting.
The next meeting will be Jan. 21 at 7 pm at BBFD.
Respectfully submitted,
Ronald Masters
