SPECIAL TOWN MEETING
June 6, 2006
A special town meeting of the Town of East Windsor was held at the East Windsor Town Hall on Tuesday, June 6, 2006. First Selectman, Linda Roberts, called the meeting to order at 7:32 pm.
Motion was made by Linda Sinsigallo and seconded by Kenneth Crouch that Linda Roberts preside as Moderator. Motion was made by Linda Sinsigallo and seconded by Thomas Sinsigallo that nominations for Moderator be closed. Both motions passed unanimously.
Karen W. Gaudreau, Town Clerk, read the call to the meeting.
Linda Roberts read the statement of eligibility to vote.
Item #1
The following resolution was introduced and read by Linda Sinsigallo and seconded by Bill Loos.
Resolved:
To recommend an added appropriation in the amount of
$8,600.00 from the contingency fund to the Registrar of Voters
Referendum account (#1-01-10-1050-8-812-0).
Ken Crouch motioned to amend the amount of the resolution to $3,850.00 seconded by George Butenkoff.
Linda Roberts stated that initially the Registrars were asking for $8,600.00 to cover two referendums, however the budget passed on the first referendum, therefore only $3,850.00 was needed.
The vote to amend the resolution passed unanimously, as did the amended resolution.

The following resolution was introduced and read by Dick Sherman and seconded by Linda Sinsigallo.
Resolved: To recommend an added appropriation in the total amount of $109,272.00 for the Police
Department.

Funds to be appropriated to:

Vehicle Maint. (1-01-15-2145-6-430) $3,000.00
Gas & Oil (1-01-15-2145-6-620) $19,000.00
Mr. Sinsigallo stated that the account numbers for the Clerical and Officers were incorrect in the call to the meeting. Mrs. Sinsigallo motioned to amend the call, seconded by Ken Crouch. Motion was approved.
George Butenkoff motioned for a Paper Ballot, seconded by Bill Loos. Motion passed unanimously.
Bill Loos questioned the addition of $7,000 for clerical. He stated a Patrol Officer had been transferred to Desk Duty, was it not his job to do the clerical work? Chief DeMarco stated that the $7,000 was for Clerical Employees due to their contract being signed after the budget was passed.
Mr. Loos again asked what the officer was doing, was he doing clerical work? Chief DeMarco stated no, he was doing administrative duties.
Don Arcari said he had a problem with suspension with pay for 15 months. Patrol officer should not be suspended with pay while charged with a serious crime. Chief DeMarco responded that these were Labor decisions and had a Court precedent. He further stated that the second officer is not on paid leave. These decisions were made due to the fact that the department was not allowed information on the criminal charges. He feels the Police Commission made the best decisions. Mr. Arcari further stated there is no law he knows of that says you must suspend with pay.
Linda Roberts advised that the management of the Police Department is not up for discussion. This discussion should be taken to the Police Commission.
With no further discussion, the resolution went to a paper ballot vote.
Mr. Sinsigallo asked to see the ballot box opened and the Town Clerk complied, showing it was empty.
Linda Sinsigallo and Karen Gaudreau were designated counters.
The results of the count were 11 yes and 13 no. The resolution failed.
Mrs. Roberts announced the results and that she will contact the Town Attorney in the morning to see how to proceed.
Motion was made by Bill Loos and seconded by George Butenkoff to adjourn. Meeting was declared adjourned at 8:10 pm.
