Regular Meeting – May 23, 2007

CALL TO ORDER AND ATTENDANCE
        The meeting was called to order at 7:15 p.m. by Co-Chairman Steve Andrusco.   The following members were present:  Andy Ouelette, Ed Endee, Gil Hayes, Jay Madigan and Jim Barton

PREVIOUS MEETING MINUTES

        Regular Meeting – March 28, 2007
        The minutes of the Regular Meeting of March 28, 2007 were reviewed by all members present.      A motion was made by Jay Madigan, seconded by Ed Endee to accept the minutes of the Regular Meeting of March 28, 2007 as presented.

UNFINISHED BUSINESS
A)      RADIO PROJECT UPDATE

The meeting was turned over to Ed Endee who presented the following update on the Radio Project:

(1)     All of the equipment has been installed to enable fire paging over the
Town’s trunking system.  The trunked radio that receives paging signals from TN has been installed and interfaced with the 153.1250 paging transmitter at the Town Hall.  The existing paging from the Bald Hill and Soapstone towers will be maintained for redundancy.  TN has programmed the console to enable the new EMS paging,

(2)     The FCC licensing situation continues to be worked on by Marcus Communications.  There has been significant progress since our last meeting.  The APCO frequency coordinator who had been holding up both the Town of Windsor and our license submissions passed the Windsor license to the FCC.  Our license will follow shortly.  The town continues to operate on an STA (Special Temporary Authorization) from the FCC.

(3)     The speaker/mike moisture problem is still being worked on by the manufacturer.  This problem has been present since the issuance of the speaker/mikes.  The manufacturers of the speaker/mike and Kenwood have acknowledged that there is as problem and will either remedy it or replace all the mikes.

(4)     I am still working on the operations manual for the radio system and hope to have it completed by July.

(5)     I am recommending that the funds remaining in the CIP budget be used to augment user equipment that is needed and to address paging issues for the Fire Departments.  The Fire Departments should switch to the Alpha paging format.   This paging system is more dependable and allows for more flexible paging scenarios.  This will require purchasing all new pagers.  However, the alpha pagers are less expensive than the tone and voice pagers currently in use.  Both Fire departments need to purchase new pagers regardless of which system is utilized,

After Mr. Endee presented his report, there was discussion among the members present as to the public safety meetings for the months of June, July and August.   It was a consensus of the members present that due to the presentation on the pagers, there should be a meeting in June but to suspend the meetings in July and August.

        A motion was made by Andy Ouelette, seconded by Ed Endee to suspend the Public Safety Meetings for the months of July and August and to notify members of same.

        Being that there was no additional business to come before the committee at this time at motion was made by Jay Madigan, seconded by Andy Ouelette  to adjourn the regular meeting  of the East Windsor Public Safety Committee at 7:50 p.m.
