EAST WINDSOR POLICE COMMISSION MEETING
MINUTES FOR OCTOBER 8, 2008
CALL TO ORDER AND ATTENDANCE:
The meeting was called to order at 7:00 p.m. by Chairman Cliff Nelson. Commissioners Linda Sinsigallo, Lorraine Devanney and Joseph Sauerhoefer were in attendance along with Chief of Police Edward DeMarco. Commissioner Richard Sherman was absent.
ADDED AGENDA ITEMS:
There were no added agenda items.
PREVIOUS MEETING MINUTES:
The minutes of the regular meeting of September 10, 2008 were reviewed by the Commissioners. Motion to approve the minutes was made by Linda Sinsigallo. Second by Lorraine Devanney.

BUDGET AND EXPENDITURES:
A. Monthly Billing and Financial Statement for the Police Department and the Animal Control:
Motion was made by Linda Sinsigallo to postpone the Monthly Billing and Financial Statement for the Police Department and the Animal Control until November at which time the Chief will submit two months worth of accounting. Second by Lorraine Devanney.

B. Police Commission – Monthly Billing
Motion was made by Linda Sinsigallo to approve the Police Commission Monthly Billing dated October 3, 2008 in the amount of $198.06 for the fiscal year 2008/2009. Second by Lorraine Devanney.

C. Police Commission – Financial Statement
Motion was made by Linda Sinsigallo to approve the Police Commission Financial Statement for Fiscal Year 2009/2009 dated October 3, 2008 as presented. Second by Lorraine Devanney.

D. Legal Billing
Legal Billing dated October 1, 2008 was reviewed by the Commission.

TRAFFIC AUTHORITY:
1. Chief DeMarco explained to the Commission that the school buses are having a difficult time making the turn from Scott Avenue to Maple Street in the Warehouse Point area
because the neighborhood residents are parking too close to the intersection making it impossible for the buses to negotiate that corner. This situation can be rectified by posting No Parking signs at the intersection of Scott and Maple. I will need the Traffic Authority (the Commission) to make a motion giving approval to have the signs posted. This should remedy the matter.
Linda Sinsigallo made a motion to authorize the Chief to have No Parking signs posted at Scott Aveue and Maple St. as requested. Second by Lorraine Devanney.

2. Chief DeMarco reported that the traffic study on Mahoney Road has been completed and because of the size of the report it will take some reading on the part of the Police Commissioners. He stated he will leave it to be copied for future discussion.
Joe Sauerhoefer made a motion to place the Mahoney Road traffic report on next month’s agenda for discussion. Second by Linda Sinsigallo.

EXECUTIVE SESSION: Legal Update
Linda Sinsigallo made a motion to go into executive session for legal update to include the Chief of Police DeMarco. Second by Lorraine Devanney.

COMMUNICATIONS:
Chairman Nelson reviewed the September 11, 2008 letter from the Police Commission to AFSCME Council 15 President Matt Carl; September 25, 2008 letter from AFSCME Council 15 to Commissioner Cliff nelson in response to the September 11th letter; the employment recommendation for Darlene Kelly from Chairman Nelson dated September 19, 2008; and, letter from the State of Connecticut Department of Transportation regarding the NRT Realty, LLC project for Bridge Street in East Windsor. All of these letters were in the packet for the Commissioners this month.
MONTHLY REPORTS:
Chief of Police - Under Personnel: the third one down and the fifth one down have returned
Chief also reported he met with Board of Education and they are very pleased with the SRO program. He had been told that the Prinicpal and the Superintendent of Schools are very happy with the progress being made. The SRO’s office has been moved next door to Principal Chambers’s office and the interaction with the SRO and the Administration is working well.

Commission Members:
Commissioner Devanney asked the Chief to explain a little about the “A Child is Missing Alert” that our Police Department is now initiating.
Chief DeMarco stated it goes hand in hand with the Amber Alert. Everything extra we can do is beneficial. They found out that this company at no charge provides this extras service to the community. It is a non-profit organization that assists the Police in the first few hours of a child’s disappearance.
The Commission praised the Chief for taking on this highly beneficial program.
