CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00 p.m. by Chairman Nelson.   Commissioners    Devanney, Sauerhoefer, Sherman, and Sinsigallo were present along with Chief DeMarco and Capt. Hart.

PREVIOUS MEETING MINUTES
        Regular Meeting – July 9, 2008

        The minutes of the regular meeting of July 9, 2008 were reviewed by all commissioners present.  A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to accept the minutes of the July 9, 2008 meeting as presented.

BUDGET AND EXPENDITURES
A)      Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Department monthly billing dated August 8, 2008 in the amount of $7622.47 for the fiscal year 2008/2009

B)      Police Department Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Department Financial Statement dated August 8, 2008 as presented.

C)      Police Commission - Monthly Billing
A motion was made by Commissioner Sinsigallo seconded by Commissioner Devanney to approve the East Windsor Police Commission Monthly Billing dated July 31, 2008 for the fiscal year 2008/2009 in the amount of $136.58

D)      Police Commission Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Commission Financial Statement for the fiscal year 2008/2009 dated July 31, 2008 as presented

E)      Animal Control Monthly Billing
        A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the Animal Control monthly  billing date August 7 2008 for the fiscal year 2008/2009 in the amount of $265.82

F)       Animal Control - Financial Statement
       A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Animal Control Financial Statement for the fiscal year 2008/2009 dated August 8, 2008 as presented.

G)      Legal Billing
The legal billing for the month of July, 2008 dated August 1, 2008 from the law firm of
Goodman, Rosenthal & McKenna, P.C. was reviewed by all commissioners present.   No
Action necessary as this is informational only.

TRAFFIC AUTHORITY
        08-0001 – 4 Norton Road
        This continues to be an on-going investigation.   The Chief has personally spoken to the complainant regarding the situation and when any additional information is forthcoming it will be brought to the attention of the Commission.

 NEW BUSINESS
        a)     Traffic Signs
        Commissioner Sinsigallo brought up for discussion the subject of traffic (speed limit) signs throughout the Town of East Windsor.  She is particularly concerned with the amount of traffic going up and down Mahoney Road and the speeding that is being done.   The Chief and Captain responded to this by stating that they are aware of the potential problem, but have to abide by the 85% rule.  In order to correctly identify the problem, they will use the data from the radar board which was gathered in 2003 and 2005 and do a statistical analysis.   While this data is being analyzed they will also place the radar board on Mahoney Road to determine exactly how many cars are speeding and during which time of the day most of the speeding is occurring.  If the data plays out and it appears through the analysis that the speed limit on Mahoney Road should be reduced, a request will be made through the State of Connecticut, Department of Transportation to reduce the speed limit.   This issue will be revisited at a future police commission meeting.

COMMUNICATIONS
        There were no communications to be discussed this month,

 MONTHLY REPORTS
A)      Chief of Police
         The Chief took this opportunity to inform the commission members that two new cars had been ordered and should be available in approximately 4 weeks.   Since the two new cars have been ordered, the existing fleet can now be reduced by two of the older cars.   The Chief has requested that one of the older cars be taken out of service completely and that the second car be used for Town service.
        A motion was made by Commissioner Sinsigallo, seconded by Commissioner Sherman to turn the two cars in question over to the First Selectman for disposition as described above – one to be disposed of and one to be placed in service for the Town of East Windsor.

B)      Commission Members
         Commissioner Sherman took this opportunity to question the Chief as to the feasibility of adding motorcycles to the department due to the rising costs of fuel.   The Chief responded to this request by stating that there could be a reduction in fuel costs if we had a motorcycle cop; but the cost of the motorcycle, the gear needed, the training needed for this officer, the area of the town of East Windsor and the fact that there is no one, at the current time, available to be a motorcycle cop it is not feasible at this time.

        A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to adjourn the regular meeting of the East Windsor Police Commission at 7:22  p.m.
