CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00 p.m. by Chairman Nelson. Commissioners Devanney, Sauerhoefer, Sherman, and Sinsigallo were present along with Chief DeMarco and Capt. Hart.

PREVIOUS MEETING MINUTES
Regular Meeting – June 11, 2008
The minutes of the regular meeting of June 11, 2008 were reviewed by all commissioners present. A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to accept the minutes of the June 11, 2008 meeting as presented.

BUDGET AND EXPENDITURES
A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Department monthly billing dated July 3, 2008 in the amount of $20484.99 for the fiscal year 2007/2008

B) Police Department Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Department Financial Statement dated July 3, 2008 as presented.

A motion was made by Commissioner Sinsigallo seconded by Commissioner Devanney to approve the East Windsor Police Commission Monthly Billing dated June 30, 2008 for the fiscal year 2007/2008 in the amount of $122.98

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Commission Financial Statement for the fiscal year 2007/2008 dated June 30, 2008 as presented

E) Animal Control Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the Animal Control monthly billing date July 3, 2008 for the fiscal year 2007/2008 in the amount of $48.66

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Animal Control Financial Statement for the fiscal year 2007/2008 dated July3, 2008 as presented.

G) Legal Billing
There was no Legal Billing.
PUBLIC INPUT
Dale Nelson, the liaison to the Board of Selectman, spoke to an article that she had seen in the Town and Country publication regarding insurance for K-9’s. The Chief responded to her comments by stating that he had received the information and that it concerned injuries received by the K-9 in the line of duty.

TRAFFIC AUTHORITY
08-0001 – 4 Norton Road
The Captain has been out to the area in question numerous times and although he has not personally witnessed the large trucks, the complaint will be investigated further. The Chief proposed getting the Truck Squad to do inspections of all trucks seen in this area. When any additional information is available, it will be brought to the attention of the commissioners.

COMMUNICATIONS
The Chairman took this opportunity to review the communications which had been included in the packets including:
A letter from Detective Matt Carl regarding grievance 08-05
A letter from the State of Connecticut, State Traffic Commission regarding Southern Auto Sales, Inc.
An updated list of commission members
Not included in the packet but provided by the Chairman was an e-mail from Liberty Mutual regarding Child ID kits. The Rotary had sponsored a Touch a Truck event which Liberty Mutual was present at. Officer Fahey approached the Chairman at this event and asked the Chairman to speak to Liberty Mutual regarding these Child ID kits. The Chairman did so and Liberty Mutual has offered to provide the Child ID kits at no cost – they just need to know how many and where to send them. Officer Fahey also expressed an interest in being in charge of this program. A general discussion followed among the commissioners present and it was a suggestion by Commissioners Sinsigallo and Devanney that maybe the Police Department should have an open house sometime in the fall.

Nothing else to report other than that which was provided in the monthly packet.
B) Commission Members
No monthly report from the Commissioners.
ADJOURNMENT
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to adjourn the regular meeting of the East Windsor Police Commission at 7:17 p.m.
