CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00 p.m. by Chairman Nelson. Commissioners Barton, Devanney, Sherman and Sinsigallo were present along with Chief DeMarco and Capt. Hart.

Regular Meeting – January 9, 2008
The minutes of the regular meeting of January 9, 2008 were reviewed by all commissioners present. A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to accept the minutes of the January 9, 2008 meeting as presented.

A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Department monthly billing dated February 6, 2008 in the amount of $3290.92 for the fiscal year 2007/2008

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Animal Control Financial Statement for the fiscal year 2007/2008 dated February 8, 2008 as presented.

G) Legal Billing
The legal billing from the firm of Penny. Botticello and O’Brien, P.C. dated February 5, 2008 and from Goodman, Rosenthal & McKenna, P.C. dated February 1, 2008 were reviewed by all commissioners present. No action necessary as this is informational only.
PUBLIC INPUT
Dale Nelson questioned the Chief as to the Ad she had seen regarding candidates for police officers, how many positions are available and how many candidates responded to the ad. Chief DeMarco responded to Ms. Nelson by saying first off that she had caught him off guard with the questions. The ad she had referred to was on a police officer web site and not in the paper, the number of positions available are 3 and the number of candidates who responded to the ad were 100. Of the 100 that responded, 50% failed to pass the written and oral exams. Chief DeMarco went on further to state that there are 7 viable candidates waiting to be interviewed by the police commission.
UNFINISHED BUSINESS
A) EWPD, EW Animal Control and EWPolice Commission 2008/2009 budgets
East Windsor Police Department
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to accept the proposed 2008/2009 budget for the East Windsor Police Department as presented by Chief DeMarco and Capt. Hart.
Before the vote could be taken on this motion, the Chairman asked if there was any discussion and Commissioner Barton brought up the following line items for questioning:
Commissioner Barton said that it was his understanding that the budget in it’s entirety represented a 1.9% increase over last years budget and asked the Chief why dues and subscriptions and Conferences and Training had increased and why was it necessary to subscribe to both the Hartford Courant and the Journal Inquirer.
Chief De Marco responded to his questions by stating that the dues and subscriptions lines are higher due to the fact that by subscribing to various publications and by joining organizations connected to the Police Dept. give the Police Department an enormous network and data base where anything can be accessed at any time no matter what the situation.
As to the subscriptions to the Journal Inquirer and the Hartford Courant these are necessary as it helps the administration keep abreast of happenings in surrounding towns that may impact the East Windsor Police Department.
Conferences and training have been increased because of the cost of keeping current with the qualifications and the attendance at conferences that the Chief feel are necessary for either himself or Capt Hart to attend – i.e. a workshop on advanced Excel programming which the Chief felt would aid Capt. Hart in the budgetary processes throughout the year.
Being no further discussion a vote was taken on the motion.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to accept the proposed 2008/2009 budget as presented.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to accept the proposed 2008/2009 budget for the East Windsor Police Commission which includes a 3% increase for the meetings.

TRAFFIC AUTHORITY
07-0008 – Melrose Road
Capt. Hart reported to the Commission that he has had contact with Enfield Sanitation and they have assured him that their trucks will no longer be using Melrose Road as a cut through. Capt. Hart had contact with the complaining party, spoke with him regarding the matter and told him that if there were any additional problems with the sanitation trucks using Melrose Road as a cut through to please contact him personally.

PUBLIC INPUT #2 (Comments only - no discussion)
Marie DeSousa spoke to the Police Commission as both a resident of town and a member of the Board of Finance. Ms DeSousa said that she was at the meeting to get a feel of how the budget would be presented and that she did not appreciate the sarcastic comments made concerning the Finance Board. She went on further to say that if the Board truly wanted to work cohesively with the Board of Finance, the childish behavior would have to stop. She also stated that she was very willing to look into certain matter, but if the sarcastic comments continued she would not do any investigations and would only second guess the aims of the Police Department and the Police Commission.
As this section is for comments only – there was no response to Ms. DeSousa.

EXECUTIVE SESSION
A) Litigation Update
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to go into Executive Session at 7:39 p.m. for the purposes of litigation update to include the Chief and Captain.

COMMUNICATIONS
There were no additional communications this month.
MONTHLY REPORTS
A) Chief of Police
The Chief reported that with regards to the new cruisers there is a huge back-log for the two-tone (black and white) cruisers (as much as 6 months or more) but if white crown vics were purchased, the Police Department could take possession as soon as the paperwork was finished. It was a consensus of the commission members present that they liked the look of the cars as pictured and that the cost of $480 for the reflective package in black and gold was very good.
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to authorize the Chief to order the White Crown Vics with the reflective package.

As was stated earlier in the meeting, the Chief has 7 viable candidates to present to the Police Commission to interview.
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Sherman to hold a Special Meeting on Saturday, February 23rd at 9:00 a.m. at the Police Department for the purpose of interviewing the 7 candidates.
