EAST WINDSOR POLICE COMMISSION
JANUARY 30, 2008
OPENING:
The East Windsor Police Commission held a Special Meeting on Wednesday, January 30, 2008 at the East Windsor Police Station for the purpose of reviewing for submittal the 2008-2009 budgets of the East Windsor Police Commission, Animal Control, East Windsor Police Department.
Chairman Cliff Nelson called the meeting to order at 6:30 p.m. with Commissioners Linda Sinsigallo, Lorraine Devanney, James Barton, Richard Sherman present filling the requirements for a quorum. Also in attendance were Chief Edward DeMarco, Captain Roger Hart and Maria Root, Administrative Assistant to the Chief.
NEW BUSINESS:
a. Police Commission Budget – Chairman Cliff Nelson presented the
proposed budget to the Commissioners. It was a unanimous decision by the Commission to request a 3% raise for the recording secretary which brings Line Item #110 from the proposed $1,500 to $1,545. Also, it was decided to remove the new line item proposing $375.00 to cover the costs of the recording secretary for special meetings. The $1545 includes several special meetings, if necessary.
MOTION:
Linda Sinsigallo made a motion to delete the special meeting line item and request a 3% raise in salary for the recording secretary for a $45.00 increase in line item 110. Seconded by James Barton. Sinsigallo, Devanney, Barton, Sherman, Nelson voted to approve motion. Motion carried.
MOTION:
Linda Sinsigallo made a motion to approve the Police Commission budget with the changes bringing the total for the budget to $1,785.
Seconded by James Barton. Sinsigallo, Barton, Devanney, Sherman, Nelson voted to approve the motion. Motion carried.
b. Animal Control Budget: - A quick review of the Animal Control budget by the Commission and the Chief of Police took place. The only increases are due to salary and health insurance.
MOTION:
Linda Sinsigallo made a motion to approve the Animal Control Budget as proposed. Seconded by Lorraine Devanney. Sinsigallo, Devanney, Barton, Sherman, Nelson voted to approve the motion. Motion carried.
The final total for the animal control budget at this time is $90,868.
c. East Windsor Police Department Budget: - Chief of Police DeMarco
and Captain Hart presented the budget to the Commission line item
by line item. Commissioner Sinsigallo praised the Chief for the
budget he brought forth.
The major items brought out was the fact that the Police Union and
Clerical Union are just about to start negotiations and the budget
does not include any increases related to the contracts.
Line item #123 included the hiring of a new dispatcher. This
generated some discussion in regards to the need. After a vote of
the Commission members it was decided 3 in favor and 2 against to
leave the new hire in this line item.
Line item Unassigned – It was suggested that the Chief move this line
Item to the Other Category (Line item #800) where it fits more
appropriately. Also, it needs more in the way of an explanation.
Line item #580 – The Commission suggested submitting a more
In depth explanation in this category also.
The Chief explained that he and the Captain are proposing to do a Power Point presentation along with the Budget to the Board of Selectman and the Board of Finance when the time comes.
MOTION:
Linda Sinsigallo made a motion to adjourn at 7:20 p.m. Seconded by Lorraine Devanney. Sinsigallo, Devanney, Barton, Sherman and Nelson voted to approve the motion. Motion carried.
