CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00 p.m. by Chairman Nelson. Commissioners Barton, Devanney, Sherman and Sinsigallo were present along with Chief DeMarco and Capt. Hart.

PREVIOUS MEETING MINUTES
Regular Meeting – December 12, 2007
The minutes of the regular meeting of December 12, 2007 were reviewed by all commissioners present. Chairman Nelson requested that there be a change to the minutes and that is as follows:
Page 4 – 4th paragraph under Traffic Authority
Original sentence: After additional discussion between Capt. Hart and the commission members, it was a consensus to have Capt. Hart follow up with his suggestion: i.e. engineering study on Rockville Road and removement of traffic sign from utility pole on Neiderweiffer Road.
Change to: After additional discussion between Capt Hart and the commission members, it was a consensus to have Capt. Hart follow up with his suggestion: i.e. removement of traffic sign from utility pole on Neiderweiffer Road.
BUDGET AND EXPENDITURES
A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Department monthly billing dated January 3, 2008 in the amount of $6670.83 for the fiscal year 2007/2008

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Department Financial Statement dated January 4, 2008 as presented.

A motion was made by Commissioner Sinsigallo seconded by Commissioner Devanney to approve the East Windsor Police Commission Monthly Billing dated December 31, 2007 for the fiscal year 2007/2008 in the amount of $110.00

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the Animal Control monthly billing date January 3, 2008 for the fiscal year 2007/2008 in the amount of 35.98

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to go out of order to Item 10 – Executive Session to include the Chief and Capt.

A) Personnel Matters
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to go into Executive Session at 7:06 p.m. for t he purpose of discussion of personnel matters to include the Chief and Captain.

UNFINISHED BUSINESS
a) Letter from Kathy Everitt
Chairman Nelson informed Ms. Everitt that there had been a discussion on this matter and that a letter would be forwarded to her within the next few days explaining the decision reached by the commission. Chairman Nelson went on further to thank Ms. Everitt for bringing her concerns to the attention of the commission.
Ms. Everitt then asked Chairman Nelson if he wanted to listen to the tapes and Chairman Nelson replied that he already had.
TRAFFIC AUTHORITY
07-0008 – Melrose Road
Capt. Hart has investigated this matter further and has had a discussion with Sgt. Andrusco ( a resident of Melrose Road) and it has been determined that the trucks using the cut through are Enfield Town trucks. Capt. Hart has placed a number of calls to the Town of Enfield requesting that these trucks stay on the main roads and not use Melrose Road as a cut through but as of this date has had no response to his calls.
The next step will be to send a letter of intent to call in Metro Traffic to investigate the situation.
When any additional information is forthcoming it will be brought to the attention of the Commission.

NEW BUSINESS
A) Line Transfers
The following line item transfers have been requested by Chief DeMarco. These transfers will keep the budget on track and will negate the need to ask for added appropriations.
Transfer $7200 from 125 to 100
Transfer $20,000 from 125 to 103
The above line items are salary items and are needed to cover the cost of variable overtime due to the shortage of officers.
Transfer $1500 from 390 to 430
Transfer $3000 from 799 to 430
Transfer $200 from 390 to 612
Transfer $1500 from 325 to 430
Transfer $1000 from 325 to 380
Transfer $750 from 325 to 800
The above line items are requested to cover the cost of cleaning uniforms (which is a set fee based on the number of uniforms not the number of officers), the polygraph and psychological testing and to cover the cost of advertising for officers for the East Windsor Police Department. Capt. Hart was questioned on the cleaning of the uniforms and he explained it as when the Board of Finance cut one officer from the current budget, not only was the cost for the officer (i.e. salary and insurance) but also any other expenses that went along with the officer. Since the bid for the cleaning of the uniforms was a set figure, monies are needed to cover these costs.
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Sherman for Chief DeMarco to notify the Town Treasurer of these Line Item transfers and for the monies to be placed into the appropriate accounts.

There were no additional communications this month.
MONTHLY REPORTS
A) Chief of Police
The Chief reported that the two parts cars have outlived their usefulness, they have been cannibalized as much as they can be, and he was looking for authorization to turn these cars back to the Town of East Windsor.
A motion was made by Commissioner Barton, seconded by Commissioner Devanney to turn these parts cars over to the First Selectman.

B) Commission Members
There is a need for a Special meeting in January for the purpose of discussing the 2008/2009 budgets for the Police Commission, Animal Control and the Police Dept. There was a general discussion among the commission members present and it was a consensus to have a Special Meeting on Wednesday, January 30th at 7:00 p.m. at the Police Station to go over the 2008/2009 budget..

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to adjourn the regular meeting of the East Windsor Police Commission at 8:03 p.m.
