CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:05 p.m. by Chairman Sherman. Commissioners Barton, Devanney, Knibloe and Sinsigallo were present along with Chief DeMarco and Capt. Hart.

PREVIOUS MEETING MINUTES
Regular Meeting – October 10, 2007
The minutes of the regular meeting of October 10 , 2007 were reviewed by all commissioners present. A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to accept the minutes of the September 10, 2007 meeting as presented.

BUDGET AND EXPENDITURES
A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Department monthly billing dated November 7, 2007 in the amount of $12,670.27 for the fiscal year 2007/2008

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Department Financial Statement dated November 8, 2007 as presented.

A motion was made by Commissioner Sinsigallo seconded by Commissioner Devanney to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2007/2008 dated October 31, 2007 in the amount of $109.21

E) Animal Control Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Animal Control Monthly billing dated November 7, 2007 in the amount of $115.38 for the fiscal year 2007/2008.

F) Animal Control - Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Animal Control Financial Statement for the fiscal year 2007/2008 dated November 8, 2007 as presented.

G) Legal Billing
The legal billing from the firm of Penny, Botticello & O’Brien, P.C. dated
October 5, 2007 was reviewed by all commissioners present. No action necessary as this is informational only.
PUBLIC INPUT
Dale Nelson, our former liaison to the Board of Finance, thanked the board for their cooperation and assistance over the past year. She will no longer be our liaison as since her husband has been elected to the Police Commission, she feels that it is not ethical.
UNFINISHED BUSINESS
A) Police Vehicles
There has been no movement on the CIP request for two vehicles and also on our request for an immediate purchase of a two new vehicles. The fleet is down a car due to a vehicle vs. deer accident involving one of the cruisers and the high mileage of vehicles in the fleet. It was a suggestion by the commissioners present that a letter be written to the First Selectman requesting that the request for additional police vehicles be placed on their November 20 2007 agenda.
TRAFFIC AUTHORITY
07-0006 Rockville Road
A letter has been received by the Police Commission from Gerald A. Roy of 110 Rockville Road with three specific requests. The requests are additional street lights, four-way stop signs to control speeding and adding street storm catch basins. The requests for street lights and catch basins will be forwarded to the office of the First Selectman for action.
The request for the stop signs has been turned over to the Police Department for investigations. When any additional information is forthcoming it will be brought to the attention of the commission.
07-0007 – East Road
The First Selectman has approached the chairman of the Police Commission with the suggestion to close the south end of East Street due to the constant flooding of the old wooden bridge due to the beaver dams. This suggestion invoked a rather lengthy discussion among the commission members present with Commissioner Knibloe suggesting that conduits be placed on either side of the beaver dams to reverse the flow of the water.
The Chairman was also questioned as to whether any other agencies had been contacted regarding this request and he reported that the Fire Marshal and both fire departments have been contacted and none of these agencies are in favor of closing this portion of the road. DEP was also contacted regarding the beaver problem and there is nothing that they can do to help out.
A motion was made by Commissioner Knibloe, seconded by Commissioner Barton not to close East Road.

EXECUTIVE SESSION
A) Personnel Matter - #1
This matter has been closed due to a letter of resignation.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to go into Executive Session, Items B and C at 7:36 p.m. to include the Chief and Captain as needed.

The Executive Session was closed at 8:36 p.m.
ACTION: A motion was made by Commissioner Sinsigallo, seconded by Commissioner Knibloe to table Items B and C until the December 12, 2007 meeting of the Police Commission.

COMMUNICATIONS
Chief’s Letter – The Chief has informed the Police Commission that due to a long planned family vacation he will be unable to attend the December meeting. Capt. Hart will be the representative at that meeting.

B) Commission Members
Commissioner Barton took this opportunity to express his displeasure as to how the matter concerning Off. Seligman was handled. He did not feel that it was done properly as the entire commission was not notified that this officer was put on paid administrative leave and then unpaid administrative leave while there was an ongoing investigation. The Chief responded to this by saying that he notified the Chairman at once as to what was happening and the steps that he would be taking; and the Chairman acting on behalf of the Commission agreed to the steps. Commissioner Knibloe stated that in his opinion all administrative leave should be unpaid until a resolution of the matter was achieved. After additional discussion regarding this matter,
Commissioner Barton agreed that this matter was handled properly and only requested that the entire commission be notified when something of this nature happens again.
ADJOURNMENT
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to adjourn the regular meeting of the East Windsor Police Commission at 8:42 p.m.
