CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00p.m. by Chairman Sherman. Commissioners Devanney, Knibloe and Sinsigallo were present along with Chief DeMarco and Capt. Hart. Commissioner Barton was not present.

A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Devanney to accept the minutes of the regular meeting of April 11, 2007 as presented.

Special Meeting – April 16, 2007
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to accept the minutes of the Special Meeting of April 16, 2007 with the following corrections;
Item 4: Vote on Start date for the perspective Captain
There was a lengthy discussion regarding this matter among the members of the Police Commission. A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to notify the new Captain that his start date will be April 30, 2007.

CHANGE TO:
Item 4: Vote on start date for the prospective Captain
There was a lengthy discussion regarding this matter among the members of the Police Commission with Commissioner Barton bringing up the following points during the discussion
1) Commissioner Barton felt that the Police Commission should delay the hire a few weeks and continue to try to work with the Board of Finance on this year’s budget.
2) Commissioner Barton also pointed out that he feels that the Police Commission should not be subjected to or have to succumb to pressure by a prospective employee about date of hire. If a candidate for hire wants a position within our organization, he should be willing to work with our schedule, not demand that we work with his.
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Simmons to notify the new Captain that his start date will be April 30, 2007.

A) Police Department - Monthly Billing
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Department monthly billing dated May 11, 2007 in the amount of $8326.72 for the fiscal year 2006/2007

A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Devanney to approve the East Windsor Police Department Financial Statement dated May 4, 2007 for the fiscal year 2006/2007.

C) Police Commission - Monthly Billing
A motion was made by Commissioner Sinsigallo seconded by Commissioner Devanney to approve the East Windsor Police Commission Monthly Billing for the fiscal year 2006/2007 dated April 30, 2007 in the amount of $508.22

A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to approve the East Windsor Police Commission Financial Statement for the fiscal year 2006/2007 dated April 30, 2007 as presented

E) Animal Control Monthly Billing
The monthly billing for Animal Control was not available for this meeting due to the absence of the Administrative Assistant.
F) Animal Control - Financial Statement
A motion was made by Commissioner Sinsigallo, seconded by Commissioner
Devanney to approve the East Windsor Animal Control Financial Statement for the fiscal year 2006/2007 dated May 4, 2007 as presented.

NEW BUSINESS
A) Discussion – contract renewal – Chief
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to table this discussion until the June 13, 2007 when the full board would be present.

B) Letter from Warehouse Point Fire Department
A letter has been received from Vic DeCapua, Chairman of the Warehouse Point Fire District requesting any unused police cruisers. Per Standard Operating Procedure, a letter will be forwarded to Mr. DeCapua explaining to him that any requests of this kind must go to the First Selectman for disposition and not the Police Commission.
EXECUTIVE SESSION
A) Personnel Matters
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to table Personnel Matters – A to the June 13, 2007 meeting when the full board will be present.

B) Personnel/labor matters
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to go into Executive Session at 7:11 p.m. to include the Chief, the Captain, Union President, Sgt. Ken Smith and the Union Vice-President, Detective Matt Carl and the First Selectman, Ed Filipone.

COMMUNICATIONS
There were two (2) items presented under communications.
The first item under communications was a letter from Chief DeMarco with the total pay-off figures for Sgt. Johnson upon his retirement from the East Windsor Police Department. The final figure is $29,032.36
The second item was the Chairman officially welcomed Steve Knibloe as a member of the Board of Police Commissioners.

There was nothing additional from the Commission Members.
ADJOURNMENT
A motion was made by Commissioner Sinsigallo, seconded by Commissioner Devanney to adjourn the regular meeting of the East Windsor Police Commission at 8:30 p.m.
